MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON MONDAY DECEMBER 23, 1974
The City Council of the City of St. Joseph met in special session on Monday,
---- December 23, 1974 with the follovang members present: Mayor Harry J. Knevel;
Councilman, Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk
- Bob Johnson.
Minutes of Oct 10, 24 - Nov 7, 21 were presented for approval: . Delete par-

A motion was made by Hugo Weyrens seconded by Roman Reber to approve above
minutes as corrected. Motion carried.
A motion was made by Herman Schneider seconded by BUt Reber to adopt the follow-
ing water and sewer rates effective Jan 1, 1975: 40 per hundred cu ft
straight - eliminating the 22 ~ and 15~ reduction - sewer rate for non~water
users increased to $4.50 a quarter ant incre~e of $1.00 per quarter. Sewer
rate of 65% of first remains unchanged at this time as does refuse billing
of $1.00 per month. Water permit fee increased to $75.00, sewer permit to
~10.00 - Motion carried.
A motion was made by Bud Reber seconded by Roman Reber to approve the follow-
ing non-intoxicating liquor, cigarette, amusement and entertainment licenses
for 1975: Graffiti Pizza Inc., Salls Bar and Cafe, Midway Bar, El Paso Club
and Lanes, La Playette, Legion Club, V F W ClUb, Off Sale Beer and cig to
Frisky Bait - Entertainment and cig to Kay's Kitchen ~ Cigarette only for
I Linnemann's Store, Loso's Store, st. Joseph Meat Mkt., Stueve's Garage,
Notch Union 76 SerVice, Martini Mobil, College of St. Benedict's. Motion
carried.
Meeting with Fred Traynor of Traynor, Hermanson, and Hahn, Architects to be
scheduled for Jan 6, 1974 at 8 p.m.
A motion was made by Hugo Weyrens seconded by Roman Reber to adopt the
following maximun hours payable at straight-time rates beginning Jan. 1, 1975:
240 hours in a 28 day period (weekly average, 60 hours): for fire dept
employees.
A motion was made by Hugo Weyrens seconded by Roman Reber to adopt the
following maximur:nhours schedule payable at straight-time rates beginning
Jan 1, 1975: 240 hours in a 28 day period; weekly average 60 hours - for
police dept personell as outlined by the National League of Cities relating
to implementation of FLSA regulations. Motion carried.
A motion was made by Herman Schneider seconded by Hugo Weyrens to instruct
city clerk to request clarification or opinion of Attorney General relating
to conflict of interest question - pertaining to city councilman police
patrolman position. Motion carried.
A motion was made by Roman Reber seconded by Hugo Weyrens to accept the
resignation of patrolman Clint Chamberlin as submitted and dated Dec 8, 1974,
I Motion carried unanimously. Clerk to notify county requesting acceptance
of new applications for patrolman position.
Don Kierzek reportedly appointed temporary chairman of the newly appointed
Police Advisory Commission.

Motion made by Hugo Weyrens seconded by Bud Reber to submit request for council
authorizing clerk letter to State Planning Agency and Rep. Brinkman, requested
by James Landwehr, requesting support for a future application for grant
funds be submitted to Planning Commission for consideration. Motion carried.

Mayor Knevel presented a report of last Stearns County Municipal League meet-
ing - ambulance service - county court system - SRA (Suburban Rate Authority)

The following resolution was adopted by the city council on a motion by "-
Hugo Weyrens seconded by Herman Schneider with direction to city clerk to
forward a certified copy to the SRA Suburban Rate Authority. Copy placed
on file. Motion carried unanimously.
Nomu1ation need for rep. for 7W cited by Mayor Knevel -
Clerk position re-ev~uated - final decision to be made by Jan. 1, 1975.

Police car divider installation to be made by Krebsbach Motors.
A motion was made by Hugo Weyrens seconded by Herman Schneider to authorize
Bldg. Inspector Roman Reber to attend Bldg Institute Conference in Twin Cities
January - Motion carried.
