JOSEPH, MINNESOTA MINUTES OF REGUIAR VILlAGE COUNCIL MEETING HELD ON TIDJRSDAY JANUARY 4, 197.3 I The Village Council of the Village of St. Joseph met in regular session on Thursday January 4, 197.3 with the following members present: Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, Bud Reber and Hugo Weyrens; Clerk Bob Johnson; Attorney John Knapp. 1) Lionell Johnson - NSP representative - first on agenda. New street light contract - old required 6 months notice - deleted in new contract - renewal automatic unless terminated by either party. Requested all NSP contracts water and sewerage pumping be one year agreements, street lighting, 5 year contract. 2) Sal Schneider liquor license question - Dale Schneider, Marcellus Schneider Jr. were present to submit application for liquor license presently held by Marcellus Schneider Sr. License to be partnership. Motion was made by Bud Reber seconded by Roman Reber to approve liquor, beer, cigarette, aJrnlsement devices applications of Dale A. Schneider and Marcellus R. Schneider Jr. Motion carried unanimously. Lee Robeski question of village sharing survey costs relating to lots 9 and 10 Aud. Sub 4 abutting treatment plant property. Council felt to share cost would establish àn unfavorable precedent. Attorney to chech easements relating to treat- ment plant property and abutting Max Meyer property. Joe Bettendorf - engineer report on 1972 Water & Sewer project (east end addn) final checks not completed - alarm system to be installed this winter. Final cleanup I next spring. Engineer to replace stakes at Bob Perkel residence - east end addition. Filtration plant report: necessary charnges not completed - pumping erratic - motors to be checked - no payments to be made until system completely checked. RPmtls on motors to be checkèd - NSP power voltage check to be made. Engineer to check,with Granite City Electric - also Ed Dunn at St. Cloud plant. St. Wendel Township officials present - requested reduction of total cost of fire protection - stated they are under a 5% levy limitation ($6.38,000 assessed valuation). requested village members attend township annual meeting - 2nd Tuesday March l.3th 1:00 p.m. ~uie Krebsbach and delegation, Mr. and Mrs. Donald Schneider and son reported jockey rink use problem - broom ball players creating a conflict of rink use. Motion made by Bud Reber seconded by Hugo Weyrens to allow broom ball playing on hockey rink only on Sunday nites. Motion carried. Fire Chief Mike Loso presented request for salary increase for officers of dept. chief salary - $150.00 Asst Chief $100.00 Secretary $75.00 - Treasurer - $75.00. Schedule on file. . Motion made by Herman Schneider seconded by Bud Reber to approve fire applicants Robert G. Finch, Robert A. Pfannenstein and salary increases as requested. Motion carried uninimously. - Question of sanding intersections - council agreed sanding operations to include areas between 4 lanes on Highway 52. 5-10 Snow plowing operation examined - lights on GMC plow (large unit) reported inadequate - Maintenance to attach better lighting. Gunnar Johnson questioned amount of assessment on 1972 Water & Sewer project. Bill I Lowell questioned reason village did not stub sewer mains to lot lines in initial construction project. Also questioned cost of street restoration to home owner. Leo Sadlo presented treasurers report r· "- ~ Motion made by Herman Schneider seconded by Hugo Weyrens to 'approve request of Watertower Co.. contract increase as per contract agreement. Motion carried. Ordinance No. 58 question - Chief Lorentz presented request for proposed ordinance changes - copies to be made and mailed to council members. Chief Lorentz presented complaints of selling beer to minors incidents in village. J O.C. Dierkhising present - request for building permit for Dairy t¡ueen type drive in at (former Danzl property location). Lot size 50 X 150 - industrial zoned area. Information to be presented to Planning Commission. Broken water main reported - skating rink area - repair scheduled in spring. Hugo Weyrens reported on government loans for park purposes - Weyrens to meet with Representative Bernie Brinkman. Motion made by Herman Schneider seconded by Roman Reber to accept rental (police) càr for 197.3 at $1.30.00 per month. I Moti~n made by Herman Schneider seconded by Roman Reber to make the following appoint- ments for 1973.: Acting Mayor - Herman Schneider, Health Board - Dr. BaiDgartner, Hugo Weyrens, Bud Reber; Council Representative on Planning Commission - Roman Reber; Fire Chief - Mike Loso; Ass' t Chief - Leo Sadlo; Depository First State Ba.rùs; Newspaper - Stearns-Morrison Enterprise; Weed Control Commissioner - Mayor George Gustin; Asst. Weed Commissioner - Bill Lorentz. A motion was made by Herman Schneider, seconded by Roman Reber to postpone reading of minutes of previous meeting until special meeting Jan. 10, 197.3 at 7 p.m. A motion was made by Roman Reber, seconde d by Bud Reber to pay bills as presented.
