VILLAGE OF ST. JOSEPH
MINUTES OF SPECIAL VILLAGE COUNCIL MEETING HELD ON THURSDAY, FEBREARY 22, 1973
The Village council of the Village of St. Joseph met in special session on Thursday
Feb 22, 1973 at 7 p.m. to conduct a public hearing: the following members were I
present, Mayor George Gustin, Councilmen Herman Schneider, Roman Reber, Bud
Reber, Hugo Weyrens; Clerk Bob Johnson. Also present were: Chief Bill Lorentz;
Howard Zimmer, Albert Zimmer Sr.
Purpose of hearing: suspension of non-intoxicating liquor license for violation
of Ordinance No 1967 presently held by Howard Zimmer at Grafitti Inc.
Chief Lorentz presented report of violation relating to the case.
Howard Zimmer, licensee, related his case; his enforcement of not permitting
anyone under 18 in the establishment since the violation occurred.
Under 18 years of age are permitted to eat in establishment. . Chief Lorentz
suggested licensee instruct his help on local ordinances and state law.
A motion was made by Herman Schneider seconded by Hugo Weyrens to suspend 3.2
non-intoxicating license of Howard J. Zimmer for a period of 24 hours - 8a.m. on
Friday, Feb 23, 1973 to 8 a.m. Saturday, Feb 24, 1973. Motion carried unanimously.
Motion made by Hugo Weyrens seconded by Roman Reber to adjourn hearing at 8 p.m.
Motion carried.

Special council meeting opened at 8 p.m. - Attorney John Knapp also present. I
Minutes of January meetings approved as presented.
Ordinance No 58 reported not published at this time.
Farm fund financial report for 1972 examined. Copies to be mailed to St. Joseph
and St. Wendel Townships. Fire agreement examined:
Date - January 1, 1973
Payments - 3600 - St. Joseph Township
2400 - St. Wendel Township
Made in 2 installments (1) Feb 28, 1973, balance Aug 31, 1973.
Above dates and amounts approved for Mayor and Clerk signature on motion by
Roman Reber seconded by Hugo Weyrens. Motion carried unanimously.
Representative Bob Peterson of Menard's Carpet Land was present to display samples
120 yards $3.99installed - $478.00.
Motion made by Bud Reber seconded by Hugo Weyrens to approve installation of
carpeting in village hall as per price quoted by Menards. Motion carried.
Motion made by Bud Reber seconded by Hugo Weyrens to approve purchase of siren
and speaker approx. $250.00. Motion carried.
Motion made by Hugo Weyrens seconded by Herman Schneider to approve police
chief attendance at police chief institute at University of Minnesota. I
Hugo Weyrens reported on meeting in St. Paul. Presented hi-lites of seminar of
newly elected officials.
Motion made by Bud Reber seconded by Hugo Weyrens to~ypewriter trade-in
for clerk's dept. ~
Motion madà to adjourn at 10 p.m.
