VILLAGE OF ST. JOSEPH
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, MARCH 8, 1973
The Village Council of the Village of St. Joseph met in regular session on Thursday
March 8, 1973 with the following members present: Mayor Gustin; Councilmen, Herman
I Schneider. Roman Reber, Bud Reber, Hugo Weyrens; Attorney John Knapp; Engineer Joe
Bettendorf.', (Minutes recorded by Councilman Roman Reber until clerk's arrival sched-
uled for 9:30 p.m.
Lee Rebiscke was present to discuss possible vacation of Ohio Street abutting Lot 1
in Loso's 7th Addn. Also alley abutting rear of lots 1 and 2. Attorney Knapp to
determine possibility of previous alley vacation. Ohio Street has not been vacated.
Water main extension to area in question also didcussed.
Mike Loso, fire chief, presented the application of William J. Koenig for fire dept.
membership. Application was approved on motion by Weyrens seconded by Bud Reber.
Motion carried.
A motion was made by Herman Schneider seconded by Hugo Weyrens to approve fire dept.
request to appropriate $284.00 the attendance of 2 men at fire school. Motion
carried.
A motion was made by Bud Reber seconded by Hugo Weyrens to approve increase in Fire
Relief pension and death benefit from $800.00 to $1500.00. Motion carried. Leter of
request for increased benefit from Relief Assn. signed by Assn. president Richard
Taufen placed on file.
Engineer Joe Bettendorf discussed water meter and heaters in filtration plant.
Heaters to be rechecked. (clerk arrived at 9:40 p.m.)
I Reading of proposed weed ordinance presented and examined.
A Motion was made by Herman Schneider seconded by Hugo Weyrens to approve weed
Ordinance No. 1973 - A. Motion carried.
Final reading of Mobile Home Ordinance presented by Attorney John Knapp. On motion
by Herman Schneider seconded by Hugo Weyrens Mobile Home ordinance No. 1973 - B was
approved unanimously.
A motion was made by Herman Schneider seconded by Hugo Weyrens to approve attendance
of Dick Taufen and John Kierzek at training schools at U of Minneota on April 9 - 11
and 11 - 13, 1973
Employee salary discussions postponed until special meeting to be held on March 14,
1973.
Leo Sadlo presented the treasurer's report for February, 1973.
William Loso, business property assessment correction approved as reconnended by
assessor. Error made by state re-assessment team. Motion made by Bud Reber seconded
by Roman Reber to approve assessment correction. Motion 'carried.
Motion made by Hugo Weyrens seconded by Bud Reber to approve assessor attendance at
assessor school, $62.50 plus ~ mileage. Motion carried. Motion made by Herman
Schneider seconded by Hugo Weyrens to approve purchase of calculator for assessor
I @ $100.00. Motion carried.
Motion made by Bud Reber seconded by Hugo Weyrens to approve appointment of Roman
Zwack as Civil Defense director. Motion carried.

Motion made by Herman Schneider seconded by Hugo Weyrens to approve purchase to
trousers and shirts for part time police.
Motion made by Bud Reber seconded by Roman Reber to approve appointment of Gregory
Felt to Planning Commission. Motion carried. I
Traffic control and parking sign requirements examined. Agreement reached on time
parking periods and areas.
Motion made by Roman Reber seconded by Bud Reber to approve purchase of mace for
police df!pt.
Police shcool at Naval Air Station sponsored by FBI - attendance of Bill Lorentz
approved on motion by Herman Schneider seconded by Hugo Weyrens.
Motion made by Roman Reber seconded by Herman Schneider to postpone reading of Feb.
minutes until special meeting scheduled for Wed. March 14 at 7 p.m.
Motion made by Roman Reber seconded by Bud Reber to approve. petition submitted by
Herold Rothfork to re-zone the following described property: (description of pro-
perty placed on file). Property was re-zoned from R1 Agricultural to I-Industrial
as recommended by the Planning Commission. Motion carried.
Bills approved for1payment on motion by Herman Schneider seconded by Roman Reber.
Motion carried.
Clerk to send letter of request for speed control sign posting on service roads
abutting Highway 52 in Village limits.
