The Village Council of the Village of St. Joseph met in special session on Monday, June I 26, 1972 to conduct a public hearing with the following members present: Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, Bud Reber, Harvey Botz; Clerk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Also present were: Wally Honer, Attorney Dan Eller. Hearing opened at 8 p.m. - Engineer Joe Bettendorf reviewed and explained bids received on East End Water and Sewer project No. 71-626 - Sewer 9.93 per ft Water Main 7.47 est (10.75) est (6.00) (stub to property line 6" service) (water services added - stubs) (service to property line) (curb boxes (5.41 without services) 1" water line main to property line - $17,40 600.00 hook up 2340 total cost - short side assessed on corner lots - St. Bens property deferred assessment for lift station, force main, oversizing ( No front føÞt assessment) North and East abutting areas re~eive a 5.41 per ft for water main on a defÊrred asses - sment basis. ($9.00 per ft sewer without services) Hearing adjourned at 9:05 p.m. II Attorney Mike Hall 3-Way Construction representative, cited Molitor's failure to bid alternates. Believed council should not accept low bid on this basis, award to low- est completed bid or re-advertise. Motion made by Herman Schneider seconded by Bud Reber to proceed with contract as stated in hearing publication and contract. Motion carried unanimously. Attorney Knapp indicated council may waive requirement of completing alternate bidding. Mike Hall - bidding procedures established for public protection. Irr- egularity might have resulted in bid change. Attorney Knapp recommended awarding contract to low bidder Molator Excavating considered not irregular and in the best interest of the Village. Motion made by Herman Schneider seconded by Harvey Botz to award contract to Molitar Excavating Co. Motion carried unanimously. Attorney reported easement signed by Peter Holt former Harold Hoffman property. Robert Hoffman signature on easement for second property necessary. St. Bens lift station site - reluctant to sign easement - by John Knapp. Wally Honer agreed to exchanging lot for lift station for cost of 6 hook ups. Tabled until next meeting. Lift station substitute by Molitor was not recommended by engineer. ($1100.00 deduct) Motion made by Bud Reber seconded by Harvey Botz officially close dump Sat. July 1, - 197,2 to all garbage and refuse of all types. Dump to be opened on Sat 12 moon to 9 p.m. for fill, branches, leaves, grass - gate will be operated by attendant. ,...--,-- Motion made by Bud Reber seconded by Herman Schneider to approve purchase of 6 - 30 mile zone speed signs. ~~k Motion to adjourn at 10:15 p.m. George Gustin, Mayor
