JOSEPH MINUTES OF SPECIAL VILLAGE COUNCIL ~ßEETING HELD ON TUESDAY, MAY 1, 1973 The Village Council met on Tuesday, May 1, 1973 with the following members present: I Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, Hugo Weyrens; Clerk Bob Johnson, Attorney John Rnapp, Engineer Joe Bettendorf. Also present were: Ed Hoffman, Arnold Lauer, Ken Hiemenz, Leander Zipp, Arnold Lindskog, Jack Loso and others. Kenneth Hiemenz presented a petition containing 16 names in protest of method of assessment for improvement in question. Petition placed on file (Street Improve- ment No. 1973). Question of ownership of street area - Minnesota into Eastern Park. Attorney John Knapp explained assessment method policy of village. Ownership of street stub to be determined prior to further action. Most residents felt all surfacing assessment (other than Eastern Park) should be spread over entire annexed area. Leander Zipp submitted a proposal that W.F. Honer pay entire cost of surfacing of 4th Ave Southeast lying Northerly of Eastern Park Addition and Southerly of Minn- esota Street. Ken Hiemenz, Leander Zipp, Jack Loso and others agreed to surfacing area on Minnesota street abutting properties. Mayor Gustin sugested persons submit petition for surfacing desired. I Motion made by Roman Reber seconded by Hugo Weyrens to continue hearing on May 10, 1973 at 9 p.m. Motion carried. Council meeting opened at 10:15 p.m. /1;. Motion made by Roman Reber seconded by Hugo Weyrens to approve adoption of amend- \; ment to Ordinance No. 58 (Parking) Motion carried. . Attorney John Knapp presented proposal for lift station alarm system mon-liability clause with St. Benedicts. Motion made by Herman Schneider seconded by Roman Reber approve proposal.
