MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY JUNE 7, 1973
The Village Council of the Village of St. Joseph met in regular session on Thursday,
June 7, 1973 with the following members present: Mayor George Gustin; Councilmen, II
Herm~n Schneider, Rom~n Reber, Bud Reber, Hugo Weyrens,; Clerk Bob Johnson,;
Attorney John Knapp; Engineer Joe Bettendorf.
Meeting opened at 8 p.m. (first on agenda was the continuation of the Hollow Park
hearing. Plan No. 2, recommended by Planning Commission was examined by council
and all interested persons.
A motion wa2 made by Roman Reber seconded by Hugo Weyrens to approve preliminary
Plat Plan No. 2 for Hollow Park Subdivision. Motion carried unafiimously.
Cliff Grabinski was present, Park Refuse Service, reported amount of refuse has
aoÜbled. 'Requested an -increase of 40¢' per account per month.
Motion made by Herman Schneider seconded by Bud Reber to approve Park Refuse request
for refuse hauling cost increase. Motion passed unanimously.
Lee Rebischke - present regarding water main extension to Lots in Loso's 7th Addn.
for 8 plex construction - lots 1 and 2 - duplex on lots 5 and 6 - Manor Enterprises,
Inc. Andrew Bechtold lots 7 and 8 included in petition.
Street Commissioner, Roman Reber reported Engineers making study of Park Terrace
street improvements. Interested persons informed a special meeting would be called
to inform and discuss street improvement with residents of area.
Aloys Pfannenstein Jr. presented Meat Mkt Addn. plans. PCA determination in wri tingl
has not been received at this time. Plans approved by federal inspectors. .
A motio n was made by Bud Reber seconded by Henman Sc~neider to approve plans
contingent upon receipt of PCA approval. Motion carried unanimously.
Discussion of water main ,installation (14.00 ft) to Hollow Park and Manor Enter-
prises construction area. Manor Enterprises, Inc., to initiate water måin extension
project at onee - Engineer to prepare plans and specs.
A motion was made by Hugo Weyrens seconded by Herman Schneider to schedule public
hearing for water main extension project in Loso's 7th Addn. for July 5, 1973 at
7:30 p.m. Motion passes unanimously.
Eastern Park restoration questions examined - curb in Eastern Park reported un-
satisfactory - cOlLncil expressed concern. Engineer reported curb satisfactory for
drainage. Council requested contractor complete curb installation according to
plans and specs.
A motion was made ,by Bud Reber seconded by Hugo Weyrens to instruct building
inspector to stop issuance of building permits to Honer Homes Inc. for oonstruc-
tion of homes in Eastern Park Addn. until 4th Ave S.E. is surfaced to 1linnesota
Street. Voting for motion: Bud Reber, Hugo Weyrens, Herman Schneider. Abstaining
from voting - Roman Reber. Motion carried.
Engineer presented Park Terrace Street Imp. report. (On file). I
Special meeting scheduled 'for Wednesday, June 13, 1973 at 7:30 with area residents

Restoration in Eastern Park Addn. discussed - tree damage cited on Minnesota Street
(Hoffman) .
I A motion was made by Roman Reber seconded by Hugo Weyrens to set July 5, 1973 as
deadline for Eastern Park project completions. Motion carried.
Park land deed re-examined - attorney to refer question back to St. Bens repre-
sentative to complete change.
A motion made by Roman Reber seconded by Herman Schneider to approve attorney attend-
ance at leag~e convention on June 28 at Alexandria. Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to direct attorney to prepare
amendment to liquor ordinance No. 62 to conform ~dth State law. Motion carried
unanimously.

Motion made by Roman Reber seconded by Hugo Weyrens to table reading of minutes

A motion was made by Roman Reber seconded by Bud Reber to allot revenue sharing funds
for period Jan 1, 1973 and ending June 30, 1973 as follows:
