JOSEPH, MINNESOTA MINUTES OF REGULAR VILLAGE COUNCIL rÆEETING HELD ON THURSDAY, AUGUST 9, 1973 The Village COlIDcil of the Village of St. Joseph met in regular session on Thursday, August 9, 1973 at 7 p.m. \vith the follovdng members present: Mayor George Gustin; I Co~ncilmen, Herman Schneider, Roman Reber, Bud Reber, an,d Hugo Vleyrens, Clerk Bob JOD_uson, Attorney JOQU KBapp; Engineer Joe Bettendorf. Also present 3 bidders and Lee Roy Rebischke. Bids on Watermain Extension Project No. 73 - 183 were opened: The follo\ving bids were received: Three Way Construction -----~------------- $15,089.75 Gene Lange ---(actual $7,276.05) --------- 7,394.05 L~udwehr Moving -------------------------- 10,233.25 Molitor Construction --------------------- 9,736.75 Hood, Inc. ------{actual $8,471.46) ------ 8,489.06 ( (Engineering estimate --$9,248.50) En.gineer and Attorney tabulated bids (muliiplication and numerical) errors in bids were cUsclosed. Meeting adjourned for a few mj,nutes to examine area in question. A motion was made by H. Schneider seconded by Bud Reber to accept low bid of Gen e r,ange, 255 Waite Ave., Waite Park, Mi~u. in the amount of $7,276,05. (verbably approved by Lange) gLlard rail to be removed by Lange. COllncil meeting reopened at 8:05 p.m. I Jack JjOSO on agenda - water problem after rains cited on Minnesota street fronting his residence. Fill ~nd grade on Loso driveway to be completed in attempt to solve problem. IÆinutes of July meetings were opproved as presented. Engineer presented re})ort on Park 'ferrace street repair pr'oject: Bids to be pub- lished - specs required, Engineer to proceed with publicatj,on - engineer reported on :Dave Douvier sewer gas problem - insufficent sewage in line - more flusing needed - clorine use - lift station not cycling sufficient sewerage. Fifth Ave S.E. manhole to be cleaned to improve problem - clorine cost to be explored by engineer. Excess v,rater reported entering treatment plant -. st. Bens reported one source of water infiltration. Dan Eller, attorney for VI.F. Honer was present - regarding Gene Scherer property in township - request for re-zoning to Industrial denied by township. Proposal now to rezone only property directly north of Scherer property. 300 ft X 200 ft deep for Scherer truck terminal now proposed - requested village opinion relating to re,-zoning. Attorn; ey Eller ,:vas referred to plamling commission with Scherer re-zoning question. Eller requested letter to to~n board indicating he had met vñth council, the letter also to contain council opinion regarding re-zoning. Eller to provide plat of area. I Covncils opinion is to rezone entire parcel to commercial ~l1d issue special use permit for light industrial. Attorney Eller questioned solution to surfacing 4th Ave S.E. Eastern Park to Minnesota Street. Discussed question of not permitting addn. building permits llntil street is surfaced. 534 Attorney Eller to discuss question of per lot cost relating to street surfacing vdth Honer. Engineer to evaluate Morris case ruling. A motion was made by Roman Reber seconded by Herma~ Schneider that James Landwehr I be assessed double Dermit fee,s on '0001 nermi t due to construction start Drior to ..¡. _ ".L ..;.. issuance of permit. Motion passed w1animously. A motion Vlas made by Hugo Weyrens seconded by Herm~n Schneider to approve applications of David Theisen for membership in fire dept. Motion passed.
