MINUTES OF REGULÞ..R VILLAGE COUNCIL I\ŒETING HELD my THURSDAY, SEPTEMBER 6, 1973
The Vi,llage C01mrlCil of the Village of St. Joseph met in regular session on Thursday,
Sept 6, 1973 with the follo~ñng members present: Acting Mayor Herman Sch_neider, I
Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson, Attoyûey John Knapp;
Engineer Joe Bettendorf. Meeting opened at 8 p.m.
Mayor George Gustin resigaation was presented.

Minutes were approved as presented .
Mike Loso, fire chief presented a request for 3.2 beer permit - for Sept 29, 1973.
Permission for use of fire hall for that date for annual raffle and party.
A motion was made by Bud Reber seconded by Huto Weyrens to approve the above requests.
Loso also requested shelving for west and north wall of fire hall - estimated cost
$25.00 per ft installed. Plans to be submitted to council at next meeting.
Request to attend fire chief's convention - estimated cost $140.00 for 3 day meet
also presented by Loso.
Motion made by Roman Reber seconded by Bud Reber to approve request to attend con-
vention. Motion passed.
Cliff Grabinski, Park Refuse Service, present to inquire of complaints. I
Report of Zoning Board of Appeals hearing relating to Gohman Construction project
to enlarge present creamery building to a 14 unit apartment bldg were presented.
Zoning Board recolmnended approval of request for vari~ace and re-zoning to R-3.
A motion was made by Bud Reber seconded by Roman Reber to table question for
further studJT. Motion passed unaminously.
Engineer Joe Bettendorf was present - Eastern Park report: Molitor restoration
exænined - engineer recommended having project restorations completed by ffiìother
party and withholding cost from final proj ect paJrment. Rakotz and Jack Loso pro-·
perties involved. Engineer reported contacting Molitor Construction at least once
a month regarding restoration problems. R~gineer to again contact Molitor.
A motion was made by Roman Reber seconded by Hugo Weyrens to direct engineer to
notify contractor Molitor to complete restorations ~~thin onw working day or cOLillcil
~~ll have work completed at contractors expense. Motion passed unanimously.
Lift station reported by Herman Sch~eider as operating improperly.
Motion made by Bud Reber seconded by Roman Reber to complete Ed Hoffman tree re-
storation by approval of a paJrment of $50.00. Motion carried.
Engineer reported on chemical treatment for use in lift station operation necessary
to offset low flowage in Eastern Park area. Engineer reported treatment would have I
no adverse effect on treatment pl~nt operation.

Highway flasher reported destroyed by a motor vehicle. Cost estimates to be obtained
I for replacement.
Motion was made by Roman Reber seconded by Hugo Weyrens to a~~rd Park Terrace street
repair project to Hardrives, Inc. on their bid of $4,338.00. The bid of Donovam Inc.
of $4,073.75 was rejected because of past experiances of village receiving unsat-
isfactory workmaDship from Donov2~.
Village council has had several requests to install curb & gutter aroLLDd the village.
They '.vill study the question further and accept additional requests for curb and gutter
installations. The project \ñll be scheduled for next spring.
Motion was made by Roman Reber seconded by Bud Reber to set ass8ssnlent period of

Treasurer Leo Sacilo presented the mon,thly fund report.
Motion 1nade by ROF1.8>1 Reber seconded by Hugo We;yrens to approve attendance of Ollie
Lesnick, assessor at assessor school. Motion carried.
Motion made by Roman Reber seconded by Bud Reber to approve purchase of a used
mobile sewerder at approx $3100.00 pa3~ent to be made våth Revenue Sharing Funds.
Motion passed vnanimously.
Bills approved for pa3~ent on a motion by Bud Reber seconded by Hugo Y.feyrens.
Motion passed.

its revenue sharing allocation for the entitlement period beginning July 1, 1973
and 0nding ~T1Jne 30, 1974 in the following mal1ner based upon an estimated total
of $20,537.00 Motion passed un2nimously.
