MINUTES OF SPECIAL VILLAGE COUNCIL MEETING HELD ON THURSDAY OCTOBER 11, 1973
The Village Council of the Village of St. Joseph met in special session on Thursday,
Oct. 11, 1973 with the following members present: Acting Mayor Herman Schneider;
I Councilmen, Roman Reber, Bud Reber and Hugo Weyrens; Clerk Bob Johnson.- Also
present w~: Bill Gohman.
Purpose of meeting to consider creamery building remodeling and reconstruction to a
14 unit apartment building.

Letter'ìrom Mrs. R.W. Kelly relating to the recommendations fo the planning commission.
Mrs. R.W. Kelly called to meeting at this point. Roman Reber questioned circumstances
or conditions etc. as referred to on page 22 of zoning ordinances No. 59 final
paragraph No 1 - 2 - 3 SextionXLL Sub 2.
Police car rental reviewed and examined, including St. Cloud specs.
Mrs. R. W. Kelly arrived at 8:45.1. Mrs. Kelly reported on special circumstances -
non-usable bUi/ldin~s -G0mmi tte' s reasons reported in letter jletter in zoning board
of appeals~file. 2. Improvement of property to allow owner to receive reasonable
return for his investment. Mrs. Kelly reiterated planning consultants opinions
expressed at a meeting on June 4, 1973.
Motion made by Bud Reber seconded by Hugo Weyrens to approve request to re-zone the
former creamery building property from I - Industrial to R3 - Multiple, also to appróve
request for variance from area requirements to construct a 14 unit apt. building on
creamery site - with remodeling of present structure and addn., as recommended by
Zoning Board of Appeals. Voting for the motion: Bud Reber, Hugo Weyrens. Voting
I against motion, Roman Reber. Motion passed 2-1.
Motion has been made by Roman Reber seconded by Hugo Weyrens to accept police car
rental unit as quoted at $130.00 per month plus air conditioning equipment at the
additional cost of $8.00 per month. Motion carried.
Fire trucks specs to councilmen for examinations.
Motion made by Hugo Weyrens seconded by Bud Reber to notify mobile home owners
having a residential location that council granted a termination stay to Dec. 31, 1975
for ~railer removal. Motion passed (Notices to Al Pfanne~steinSr. and Barry Hayden)
Council to have NSP make survey of street light needs - in Eastern Park and abutting
area.
Motion made by Bud Reber seconded by Roman Reber to approve purchase of a police
shotgun at the quoted price of $125.00. Motion approved.
Motion made to adjourn at 10:55 p.m.
