VILLAGE OF ST. JOSEPH MINNESOTA
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, NOVEMBER 8, 1973
The Village Council of the Village of St. Joseph met in regular session on Thurs-
day, Nov. 8, 1973 at 8 p.m. with the following members present: Acting Mayor I
Herman Schneider; Councilmen, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob
Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Also present were:
Lee Rebischke; Wally Honer and son, Mike Loso and Tom Klein.
A public hearing was opened at 8 p.m. on Water Main Improvement No. 1973 in
Loso I s 7th Addn.: Special assessment role presented by attorney John Knapp.
Lee Rebischke questioned engineering costs of project (approx. 31% of project cost)
Engineer presented explanation of engineering costs - 2a,% to 30% on small projects
emphazised increased costs of smaller projects - small contract requires longer
construction time.
A motion was made by Roman Reber and seconded by Hugo Weyrens to approve assess-
ment totals as presented. Motion carried.
Wally Honer, John Honer and Dan Eller were present regarding Honer agreement -
signed statement to surface 4th Ave from Minnesota to Eastern Park Addition.
Motion made by Hugo Weyrens seconded by Bud Reber to consider signed statement to
surface 4th Ave S.E. from Minnesota to Eastern Park Addn. sufficient evidence
to grant building permits for Eastern Park expansion. Motion carried.
Mike Loso, fire chief was present: presented bill for fall fire conference.
Reported plans being drawn on mutual fire contract involving all Central Minn- I
esota municipalities.
Bill Meinz and Asst. Art Novak present: Fire policy review - No 2 pump house
equipment added to list - send copy of wastewater treatment plant equipment for
insurance evaluation to engineer.
Don Pfannenstein present regarding building permit - old dry cleaning building
for office space.
Motion made by Bud Reber seconded by Hugo Weyrens to approve permit application
of Don Pfannenstein to improve former dry cleaning building for office space.
Treasurer Leo Sadlo presented monthly fund report.
Hugo Weyrens requested and moved to correct minutes of Oct. 4, 1973 minutes
correction: name Judy Stock changed to Joyce Stock. Correction approved.
Louie Krebsbach present regarding hockey rink program. Reported Kennedy School
to provide snow removal for rink. Requested village flooding.
Motion made by Bud Reber seconded by Roman Reber to approve hiring person to
flood hockey rink. Cost estimates to be provided on construction of rink flooder.
Supervision at hockey rink during use by smaller youngsters being considered.
Parking problems on service road at Kays Cafe - Dog catcher needs examined. I
Planning Commission requested copies of Township zoning and plat ordinances.
Motion made by Hugo Weyrens seconded by Bud Reber to approve building permit
application of Bill Gohman to remodel creamery building. Motion approved.

Motion was made by Hugo Weyrens seconded by Roman Reber to approve purchase of
1965 Ford pickup quoted price of $1000.00. Motion carried.
I Motion made by Roman Reber seconded by Hugo Weyrens to hire additional help £or
maintenance dept. Motion approved.
Motion made by Roman Reber seconded by Hugo Weyrens to pay bills as presented.
Motion carried.

totals approved as certified by election judges.
A motion was made by Hugo Weyrens seconded by Bud Reber to approve tax levy
for 1974 as follows:

Recreation ----------------- 2,100.00
Street Maintenance --------- 2,500.00
Fire Relief ---------------- 600.00
35,088.86 (1974 levy limitation)
