JOSEPH MINNESOTA MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, DECEMBER 6, 1973 The Village Council of the Village of St. Joseph met in regular session on Thursday December 6, 1973 with the following members present: Acting MayorHerman Schneider; Councilmen Roman Reber, and Hugo Weyrens, Clerk Bob Johnson; Treasurer I Leo Sadlo; Attorney John Knapp; and Engineer Joe Bettendorf. Absent: Bud Reber (out of town). Also present were: Harry J. Knevel, Mayor-elect and Mike Loso, fire chief. Honer requested a letter from 'illage regarding installation of improvements - provision of lien free clause for home owners. Attorney to prepare necessary documents - bond amount to be determined. Minutes of November meeting were approved as presented. Leo Sadlo presented mohthly fund report. Mike Loso, fire chief presented the application of Leander Zipp for dept. membership. Chief Loso also presented a fire report for second 6 months of the year. Los6 also presented a new equipment report - council, discussed meetings - Dec 27 set for special meeting 7:30 p.m. Engineer presented proposed, utilities plat for Hollow Park. Street exit grades I examined - engineer to recheck grades. County,-village street project resurface of Minnesota Street for 2 blocks west of College Ave discussed. Engineer to provide new cost data. Bell Tleephone buried cable project College Ave to 7 Ave S.E. examined scheduled for spring start. Engineer reported problem in Water Main Imp. Loso 7th Addn project. Main reported not testing out - crack in hydrant suspected. Chemical in wet well reported working in Eastern Park Sewer project. No odor no- ticable by engineer at this time. Engineer to continue checking problem. Louie Krebsbach on agenda - Hockey program reported on rink flooder. Fog nozzle to be used for this season. Snow removal - Kennedy janitor too busy and not equiped. Kennedy agreed to pay costs of removal. Fuel source to be determined. Supervisor to be volunteer help during period of use by youngsters - Broom ball permitted on Sunday evenings. Claude Menzhuber and daughter Carol were present regarding street surfacing at El Paso - submitted a statement from J. F. Donovan Inc. to village in the amount of $718.00 referred to as village portion of butuminous surfacing at El Paso - invoice dated 9/20/72. I Motion was made by Hugo Wyerens seconded by Roman Reber to approve lettering of village vehicles. - 547 MO~t:-~/~/b~ö'~ vehJ. ..' , I Motion made by Roman Reber seconded by Hugo Weyrens to change village designation from village to city as contained in new law 1973 statute. Motion passed. Planning commission arranging meeting with district highway engineer. No parking signs to be established at Kays Cafe on service road. Motion made by Hugo Weyrens seconded by Roman Reber to approve the following street light installations - Minnesota at 4th Ave S.E. - 5th Ave S.E. and 7th Ave S.E. 250 W MV, A ble and 7th and Baker and 7th - 175 w rÆV - - Motion carried. Census question examined. Bills approved for payment on motion by Roman Reber seconded by Hugo Weyrens. Motion made by Hugo Weyrens seconded by Roman Reber to approve fire dept application of Leander Zipp. Motion carried.
