CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON WEDNESDAY, JANUARY 29, 1975
The City Council of the City of St. Joseph met in special session on Wednesday, I
January 29, 1975 at 8 p.m. with the following members present: Mayor Harry J.
Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler;
Clerk, Bob Johnson; Attorney John Knapp; Fire Chief Mike Loso; Ass't Fire
Chief Bill Wasner; Fire Dept Sec., Dick Taufen. Also present were: The follow-
ing St. Joseph Township officials; Chairman, Norb Eikmeier; Supervisors, Fred
Reber, Del Terwey,;Clerk David Thralow, Attorney John Pattison.
Purpose of meeting: To further exam and explore progress relating to establishment
of a Fire Protection District. Upgraded information presented - relating to
valuations - PFHD factor - (Potential Fire Hazard Demand)
Mayor Harry Knevel reported on College-Convent information and reports relating
to Fire District Proposal. College-Convent reportedly made same indication of
a contribution in the amount of $35,000 - $40,000.
New information evaluated - proportionate share of costs segment examined -
Township - new legislation not introduced as yet indicated by Attorney John
Pattison.
Question of aerial truck use outside of city presented - council assured township
officials, aerial truck would be used outside the city when ever needed. Question
of using 50% assessed valuation and 50% population formula basis explored.
Attorney John Knapp and John Pattison will meet with convent-college representative I
to further explore participation in District Concept.
Feb. 10,~~~8 p.m. meeting with Township for fire protection.

Council reconvened in special session at 10:55 p.m. Copy of fire by-laws and
Ceta Title 6 maintenance applications were distributed.
Mayor reported Police Advisory Commission had reviewed patrolman applicants and
will meet again on Feb. 4 to determine and submit recommendation.
Interviews for maintenance to be held on Monday, Feb. 3, 1975. Attorney John
Knapp reported on State Statute relating to 'conflict of interest' in council
or related positions. Attorney to further explore question through Attorney
General office as question relates locally.
Bid opening on tractor set for March 6, 1975.
