MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON MONDAY FEBRUARY 17, 1975
The City Council and Park Board meeting was called to order by Acting Mayor
Herman Schneider. Members present Herman Schneider, Bud Reber, Hugo Weyrens,
Steve Dehler. Absent Mayor Harry Knevel and City Clerk Bob Johnson. Park board
members Peggy Schlommer, Bill Lowell Jerry Rennie, Mrs. Richard Stock, David
Keller, Rudy Gapko, Peter Giroux, and Harvey Notch. Mayor asked Hugo Weyrens
to take minutes.
Bud Reber explained some money available for 3 county area and City of St. Joseph
has put in paper work for this including $40,000 for park improvements. He
said there is no real assurance of any of this money coming to St. Joseph. It
all depends on what is top priority in this big area.
The park board did list their top priorities: 1. well, 2. sanitation fac.,
3. soft ball park, 4. playground equipment.
A discussion was held where to put the sanitation building thinking of possible
20 x 24 building put in middle or put big building by camping and playground
area and than a smaller unit at soft ball field.
Steve Dehler felt that the Jacyees may put a small one in for ball diamond.
Rudy Gapko brought up the point of by-laws for park board. At present time
no one knows how long they are to serve on the committee, what the guidelines
are. It was suggested by Mr. Gapko to have City Council sat the by-laws. Bud
Reber said he would be checking with cities around us that have park boards
and bring to City Council. Possible then for City Council to set up by-laws
and bring them to the park board for review. Question also came up on well at
the house now on park land whether this may be the way to go or not. It was
felt to have it checked out to see What could be dome and most important to
see ~œ~~1~ how good that water is. Bud Reber flet city engineer could
give us some ideas on laYing out park and also some gaades, if necessary.
There would be two entrances one at house and the other on county highway
on north side of the park. Group felt both approaches should be checked out
to see if they could be widened. Question come up on where does rent go for
house. Herman Schneider informed group that the rent barely paid the taxes
at present, in fact, we had to raise rent in order to come out. Group felt
it may be possible later when a caretaker would be needed, he could have his
rent free, by watching area. Overnite camping was also discussed and Bill
Lowell said it could help pay for the park. To be checked further as time
goes. Snowmobiling came up on that park land. Council members told group
that snowmobile':ordinande would be and is in process of changes. At present
council felt there wasn't any problem foreseen. As one member said Sno:Joes
were involved in help getting park and now theJ'. can't use it. This shouldn't
be. Herman Schneider told group they- could use at present and when new
ordinance comes out it will all be clear where to go and where not to go.
Harvey Notch asked and was given permission by city council to use city ball
park for snowmobile safety training and tests. Motion by Steve Dehler and
seconded by Bud Reber to Adjourn at 9:30 p.m.
