JOSEPH, MINNESOTA MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, FEBRUARY 20, 1975 The City Council of the City of St. Joseph met in special session on Thursday, Feb. 20, 1975 with the following members present: Acting Mayor Herman Schneider, Councilmen, Bud Reber, Hugo Weyrens, Steve Dehler, Clerk Bob Johnson. Absent I were: Mayor Harry J. Knevel, out of the City. Corrected St. Joseph Police Advisory Commission by-laws were presented, examined and accepted on a motion by Hugo Weyrens seconded by Bud Reber. Motion carried unanimously. Motion was made by Bud Reber seconded by Steve Dehler to include in new water and sewer rate the reduction to 30¢ per 100 cu ft after comsumption of 200,000 cu ft the previous year. Motion carried. Bud Reber, recreation director, presented letter from Louie Krebsbach of review and recommendations for the city recreation hockey program. Recreation program needs reviewed - summer and winter - outside participation to receive further examination. A motion was made by Hugo Weyrens seconded by Steve Dehler to approve amendment No. 6 to constitution and by-laws of the St. Joseph Volunteer Fire Dept. Motion carried. Motion made by Bud Reber seconded by Hugo Weyrens to approve compensation schedule with added $20.00 per day for lodging. Schedule placed on file. Motion carried. Discussion of fire siren need cited. Attorney Knapp read letter to Attorney Dale Mossey relating to Eastend petition. I Petition matters reviewed - attorney indicated additional information must be obtained to determine accuracy of petition. Question of Red Cross contact for emergency purposes reported as a part of Stearns League Invitation received from Mayor Southworth of Paynesville to attend governors day Sat. Feb 22, 1975 for opening of new court house. Mayor Ringsmuth, Waite Park, was reportedly elected Region 7W representative replacing Ron Thull, Cold Spring. Discussion of sidewald maintenance ordinance, snow removal held. Parking problems cited on West Old Minn Hwy 52 near apt buildings. Motion was made by Hugo Weyren seconded by Bud Reber to post no parking signs on south side of Old Hwy 52 to present Hwy 52. Motion carried. Stearns County Social Service Center questionaire regarding work relief program - Motion made by Steve Dehler seconded by Hugo Weyrens to adapt the following resolution: see attached copy. Motion carried unanimously. R.R. crossing status report presented - truck parking problems in residential areas reported and examined. Further study to be made with Planning Commission. Police Chief Lorentz presented a request for snow removal at park area for parking during fund raiser by Snowmobile Clubs for Reker girl's and establish trails I through the city alleys. Summer Youth Program - TRI-CAP employment question. Motion made by Steve Dehler seconded by Hugo Weyrens to approve payment of testing patrolmen for civil service, physical and PhYSiC010~dition.
