JOSEPH, MINNESOTA 621 MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON WEDNESDAY, MARCH 26, 1975 The City Council of the City of St. Joseph met in special session on Wednesday, March 26, 1975 at 8 p.m. with the following members present: Mayor Harry Knevel; Councilmen Herman Schneider, Bud Reber, Hugo Weurens, Steve Dehler; Clerk Bob Johnson. Also present were: St. Joseph Township Officials, Chairman, Norb Eikmeier; Supervisor, Fred Reber, Del Terwey, Clerk David Thralow, Attorney John Pattison. Others present: Attorney Dale Mossey, James Landwehr, Don Landwehr. A number of east end residents for petition of annexation and opposed. Special guest present: Howard Kaibel, secretary of the MUnicipal Commission. Mr. Kaibel presented information relating to history and work of Municipal Commission orderly annexation and other annexation procedures. Commission hearing costs were placed at $5,000 to $30,000 - approximately $600.00 per day, by Mr. Kaibel. Township has 60 days from Feb 4, 1975 to file petition of opposition to annexation - followed by 120 day period prior to establishment of hearing date by Municipal Commission. Mr. Kaibel strongly recommended a cooperative action of city and township via orderly annexation. Additional meetings of Towrtship officials, city officials and residents involved expected to be held in near future. St. Joseph Township indicated their intent to file a petition of protest, and petition of withdrawal for a number of signatures appearing on petition for annexation.
