MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, APRIL 3, 1975
The City Council of the City of St. Joseph met in special session on Thursday, April
3, 1975 at 7 p.m. with the following members present: MaY)l~ Harry J. Knevel;
Councilmen Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler and Clerk Bob I
Johnson; Attorney·John Knapp.
Sidewalk replacement project matters resolved as follows: clerk to prepare letter
of explanation and information on project - a copy to each property owner involved.
Employee salary adjustment questions explored - city 1975 estimated income and
expenditures re-examined - group hospital plan examined for adoption by city council.
Attorney John Knapp read letter to engineer relating to sewer easement and Park
Terrace covenants pertaining to Hoì1.@. Park project.
A motion was made by Hugo Weyrens seconded by Bud Reber to proclaim Honey Sunday week
April 14 - 20 1975. Motion carried.
A motion was made by Herman Schneider seconded by Steve Dehler to adopt the following
resolution relating to destribution of telephone and railroad gross earnings to
Municipalities - copy attached: Motion carried.
City employees in for scheduled salary discussions -
Future purchases of $25.00 or more must have prior council approval.
Group hospital plan presented for discussion. Salary adjustments were reviewed -
city budget information had been under study by the council for several months. After I
discussion, hearing and agreement with employees, Police Chief Bill Lorentz,
-MaintenanCe Dept supervisor Dick Taufen; Treatment plant operator and maintenance
man John Kierzek - Ceta program employee Ray Bechtold a motion was made by Hugo
Weyrens seconded by Herman Schneider the following salary and benefit adjustment
schedule was adopted for 1975 - retroactive to March 1, 1975: 5% salary increase
and provision of a group hospital insurance plan for all employees. The hospital
plan is estimated to add Ii % to the wage and benefit package for a 6i% total.
Wage negotiations in the future to be scheduled in Sept or October for Jan 1
implimentation.
A motion was made by Bud Reber seconded by Hugo Weyrens to approve manual and code
book purchase as requested by building inspector Roman Reber. Motion carried unani-
mously.
