JOSEPH, MINNESOTA MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, APRIL 10, 1975 The City Council of the City of St. Joseph met in regular session on Thursday, April 10, 1975 with the following members present: Mayor Harry J. Knevel; Council- men, Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson. Also present were: Leo Sadlo, Treasurer, presented the monthly city fund report. Motion made by Herman Schneider seconded by Hugo Weyrrns to accept fund report of Treasurer Leo Sadlo as presented. Motion made by Bud Reber seconded by Herman Schneider to pay bills as presented. Motion carried. Mike Loso, fire chief, presented the application of James Theisen for Fire Dept. membership., employed at St. Joseph Meat Mkt. Application approved on motion of Hugo Weyrens seconded by Bud Reber. Motion carried unanimously. Fire district information provided and examined - 1974 costs of fire operation appraised. City dance policy examined - Attorney John Knapp to complete policy. Chief Loso requested reply on street dance permit request. Dance guidelines to be established. Fire Dept. decided to utilize park shelter area and abutting street. Request presented by Loso for attendance of 2 or 3 fire dept. members at State Conference in Mpls. in June. Motion made by Hugo Weyrens seconded by Herman Schneider to approve attendance at fire conference in Mpls as presented. Motion carried. Mike Losoindicated a desire to submit new fire dept. proposal prior to next meeting. Loso to provide copy prior to April 24 meetin~Loso to ~on agenda. Engineer Joe Bettendorf presented a report on railroad crossing re-location. Engineer to prepare cost estimates of project - a motion was made by Bud Reber seconded by Hugo Weyrens to authorize engineer to prepare necessary cost estimates on R.R. project from T.H. 52 to Burlington Northern R.R. Motion carried. Digester sealant brochures presented - engineer recommended one type of epoxy sealant - information to Dick Taufen. Model excavation ordinance of St. Cloud presented for discussion by engineer - suggested incorporation in city ordinance. Council committee to meet with bldg inspector - final ordinance draft to be examined by engineer. Public works spec~ termed good by Engineer Bettendorf. Step I grant hearing to be scheduled in late summer. Attorney Knapp reported letter from Attorney General indicated city is required to prosecute bad checks. Steve Dehler reported a 100% cooperation on sidewald petition. A motion was made by Steve Dehler seconded by Bud Reber to approve cash in escrow deposit of Ted Merickel construction for Hollow Park project and authorize Mayor and Clerk to sign document. Cash escrow on deposit at Zapp State Bank, St. Cloud. Motion ca.!'!'ied. Ma.yo!' and clerk signed 2 copies of document. Annexation petition matters reviewed with attorney. Attorney to determine city position on annexation matter. To meet with Howard Kaibel, Secretary of Muni- cipal Commission. A resident of area indicated some residents will oppose all actions relating to annexation. 62;1 '1- Attorney reported on letter to Attoraey General relating to police reserve officer authority - does have authority ~o issue traffic violation tickets - no DWI authority. Cannot enforce implied consent law - chief to certify of refusal to take test. Surveying of park land area discussed. Clerk to obtain costs from Milner W. Carley Inc. by Monday, April 14, 1975. Sheriff communications by phone avmiting sheriff study. Lorentz reported minor damages to patrol car - small dent in door - partition screen not installed as yet. Cost of street sealer and paint to be obtained through county ~~d state agencies~ Council approved purchase of blacktop for street patching - truck oil, oil filters and grease on motion by Steve Dehler seconded by Bud Reber. Motion carried. Alley stop sign at hall to be placed on south side of alley exit. First Saturday in May (3) 9 a.m. start set for spring rubbish pickup . Decide May 3 pickup on April 24, 1975 meeting. Ben Kremer, Chairman, Al Maleska, Vice Chairmen, Brinkman new secretary - desire to meet with planning consultant expressed by planning commission. Fencing west end of park abutting 8-plex apartment buildings also requested by planning commission. Clerk to provide city plat for City Planning Commission.
