MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, APRIL 24, 1975
The City Council of the City of St. Joseph met in special session on Th~rsday,
April 24, 1975 with the following members present: Mayor Harry J. Knevel;
Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens and Steve Dehler; Clerk Bob
Johnson; Attorney John Knapp. Also present were: Art Reber, Emergency Services
Director - Mike Loso, Fire Chief.
Minutes of March 6 1975 add: Mayor Knevel, and Councilman Steve Dehler as in
attendance after meeting had commenced.
Minutes of March 20 1975 Correction to motion by Steve Dehler seconded by Hugo
Weyrensl~to amend policy that there be no city subsidy on all sidewalk install-
ation or replacement. Motion carried.
Minutes of March 26 1975 - approved as prepared.
Minutes of April 3, 1975 - approved as prepared. All minutes approved as corrected
on motion by Hugo Weyrens seconded by Steve Dehler.
Special meetings compensation of councilmen question examined. Further study to
be made.
Art Reber, Emergency Services Director, presented a tornado workshop report
attended in St. Cloud. Spatter system toAexamined - Tornado emergency plan to
to be developed. ßI2.-
Mike Loso, Fire Chief was present to discuss salary proposal for fire dept.
personnel, compensation for special drills, officer salaries. A motion was made
by Hugo Weyrens seconded by Bud Reber to approve salary schedule of fire dept. as
presented retroactive to March 1, 1975. Motion carried unanimously.
Joe Fitzgerald, City Forester, presented f4restry and weed reports. Tree planting
and deasease control programs examined - chemical treatment too costly and of
no value, reported by Fitzgerald. Sample testing to begin soon. Trees are
ordered. Reports on file.
Copies of inventory and evaluation for Recreational Park Development brochure
to be prepared by Forester Joe Fitzgerald.
Informational meeting for City Hall renovation opened by Mayor Knevel at 8:15 p.m.
Question session invited: Plans of hall renovation were placed on display ex-
planation of plans presented by Councilman Hugo Weyrens - Mayor Knevel presented
information relating to city population and valuations, future growth projection~
cost estimate evaluation also presented by Mayor Knevel - 1-94 primary growth
pattern in Minnesota also cited. Approx 35 citizens were present.
. Informational meeting adjourned at 9:30 and a 10 minute recess was approved on
a motion by Herman Schneider seconded by Hugo Weyrens. Motion carried.
Council re-convened at 9:40 p.m.
Street dance policy deferred.
Summer recreation program - start Jun~ 2 - Pat Schneider present to discuss program.
JC members - Cliff Borgerding and Ke~orgert presented a plan for establishing
2 softball fields in the newly annexed park and recreation area north of Hwy 52.
Plans to be presented to Park Board. Load of material for infield to be 50% cost
shared with ball club. Clerk and rec. director Pat Schneider to work out rec.
aid problems.

Attorney Knapp reported on discussion våth Municipal Commission Sec. Howard
Kaibel. Mr. Kaibel indicated a hearing has been set for July 17, 1975. H~.
Kaibel urged the city and to~nship to meet and plan for orderly annexation.
A motion was made by Steve Dehler seconded by Hugo Weyrens to defer action on
~int Planning Commission recommendation of platting lot sizes in the sections as
per attached copy.
Empty R.R. grain cars reportedly creating a rodent problem and dangerous to
youngsters playing in area. Attoraey to further examine problemè legal aspects.
Mayor Knevel presented a report of stearns Municipal meeting held at Sauk Centre -
report on file.
Police reports presented: Weiner phone call threat reportedly no further devel-
opmen ts . Bolice telephone question - Stearns service not operative at this time.
A motion was made by Herm~~ Sc~~eider seconded by Steve Dehler to approve removal
of police phone from Bud Reber residence. Voting for the motion: Harry J. Knevel,
Steve Dehler, Herm~~ Schneider - voting against motion: Hugo Weyrens, Bud Reber.
Motion carried 3 - 2.
Bi-Centennial Committee report - committee reportedly formed - Boosters to head
committee.
A motion \ffiS made by Herman Schneider seconded by Hugo Weyrens to approve moving
s~~itary sewer line of Hollow Park project to Park Terrace hook-up east of present
storm sewer to coincide våth easements obtained. Motion carried.
