MINUTES OF REGULAR CITY COUNCIL MEETING HEL.D OliT THURSDAY, THURSDA Y JUNE 5, 1975
The City Council of the City of St. Joseph met in regular session on Thursday, June 5
1975 with the following members present: Mayor Harry J. Knevel; Councilmen, Herman I
Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; Attorney
John Knapp; Treasurer Leo Sadlo.
Treasurer Leo Sadlo, presented his monthly fund report.
A motion has been made by Herman Schneider seconded by Steve Dehler to accept
treasurer report as presented.
A motion was made by Bud Reber seconded by Hugo Weyrens to pay bills as presented
Howard Zimmer, on agenda, discusséd problem of 4th of July customers entering and
leaving, affecting pizza oven and pizza customer operation - requested permit to
sell sandw~iches in front of Graffiti.
A motion was made by Hugo Weyrens seconded by Bud Reber to approve Graffiti use
of sandwich stand on sidewalk after 4th of July parade. Motion carried.
A motion was made by Herman Schneider seconded by Steve Dehler to approve fire
Dept. application of Terry Loso, age 18. Motion carried.
Hugo Wyerens, council representative on Planning Commission, reported Planning
Commission did not waive variance requi~ements or metes and bounds waiver (as
per subdivision regulations) with relation to property exchange (north of Hwy 52) I
between city and Rebischke and Sand. Rebischke and Sand to be notified to return
to neet with Pl~nning Co~mission through normal channels to obtain variances or
waivers - submit plans prior to July 7th Planning Commission meeting. Survey of
property required on motion Hugo Weyrens seconded by Bud Reber. Motion carried.
Engineer Joe Bettendorf presented a report on Railroad Re-location project.
Meeting vrith county commissioners on June 3, 1975 - project placed on county
1976 project list. City had requested project deferrment to 1976 due to funding.
A motion was made by Herman Schneider seconded by Steve Dehler to approve deferr-
ment of RR re-location project to 1976 for funding reasons. Copy of revised
cost estimates placed on file. Motion carried.
Drainage problem at Herb Schneider residence, end of 1st Ave liT.W. to be corrected -
class 5 base and drainage to east.
Compo:md for digester repair to be ordered next week.
Sidewalk project discussion held - air content - 4 - 6% - question posed -
3 year curb installation East Minnesota (past Krebsbach Motors) to be examined
by engineer.
Red Cross communication presented by Mayor - disaster needs would be provided for
needy - fire, flood etc. requested information when disaster occur. Communication
on file - copy to Director Art Reber. I
Tree planting report presented by Steve Dehler.
Park land JC lease agreement to be drawn up by attorney - 1 year lease

Chief Lorentz reported on County Police Chief Assn standards plans and goals.
New court rules effective July 1, 1975. National goals and standards of police
operations explained by Chief Lorentz.
Police Chief Lorentz presented a proposed ordinance prohibiting unreasonable
acceleration and unreasonable brill{ing of motor vehicles and providing penalties
therefore.
A motion was made by Hugo Weyrens seconded by Bud Reber to refer ordinance proposal
to Police Advisory Commission for examination appraisal and recommendation.
Police Reserve compensation question raised. Motion was made by Hugo Weyrens
seconded by steve Dehler to refer police reserve compensation to Police Advisory
Commission. Motion carried.
A motion was made by Steve Dehler to close north south alley - Minnesota Street
to Ash Street Blk 9 Original Tovmsite. Motion died for lack of second.
A motion was made by Steve Dehler seconded by Bud Reber to plan use the city
revenue sharing total of $36,814 for the 6th Entitlement period July 1, 1975 to
June 30, 1976. Motion carried unanimously. Planned Use report to be published
in the St. Cloud Daily Times.
