MINUTES OF SPECIAL CITY COUNCIL rÆEETING HELD ON THURSDAY JillfE 12, 1975
The City Council of the City of St. Joseph met in special session on Thursday,
June 12, 1975 with the following members present: Mayor Harry J. Knevel; Councilmen
Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; I
Attorney John Knapp; Engineer Joe Bettendorf. St. Joseph Towúship members present
were: Norb Eikmeier, Fred Reber, Del Terwey, Clerk David Thralow; Attorney John
Pattison. Also present were area residents interested in East End area anneKation.
Glenn Deutz Secretary of Joint Planning Commission read minutes of June 9, 1975
meeting. Hovvard Kaibel, Municipal Commission Executive Secretary reviewed actions
of previous meeting and information pertinent to orderly annexation
Approx 30 - 40 residents were in attendance. County COPJffiissioners serving on
this annexation are Laverne Plantenberg and Ed Vos.
Robert Fulton, east end resident stated he was speaking for a considerable number
of east end residents. Rœ. Fulton spoke in opposition to annexation - rural setting
don't want or need and can't afford cost of service - problems of doubling size
of community in one annexation cited. Requested further study by groups - opposed
to idea of annexation being inevitable. Mr. Fulton also stated only 12 - 15 new
homes w~re constructed in area in last few years - Cloverdale 8 years old - only
half developed - not evidence of rapid development.
Mr. Kaibel stated annexation can not take place until city indicates it can provide
service$~

desire expressed by opposition to annexation.
Chuck Offerdahl, FHA representative indicated FHA grants dependented upon use I
costs and bonding position of city. Explained grant procedures and availability.
Grant and loan information explored. Problem areas questioned. Robert Fulton
stated his street had wells tested and are good. Some on ~linnesota Street reported
having problems. Identification of these areas suggested. Water pressure for
fire protection on a line extended t mile east questioned. Tests necessary for
information.
Annexation status does not annex - city can establish areas for future annexation.
Municipal Commission 'hearing undesirabìlity questioned. ß~. Kaibel explained
the hearings result in the Commission making the decision in the fairest way
under the law. Commission hearing would result in approval or disapproval of
annexation as petitioned. 80 - 90% of petitions are honored. Request for
postponement of initial hearing set for July 17, 1975 might be agreeable to
Commission.
A joint city - township resolution necessary prior to orderly annexation - a
commitment of kind must be made prior to July 17, 1975.
Question raised about other areas of possible annexation. A tentative suggested
desigúation of area and time table of orderly ffiLaexation discussed - city and towú-
ship in apparent agreement. Kaibel suggested residents contact city or towúship I
officials to establish and identify problem areas.
Both city and tovmship agreed to meet separately then meet jointly on June 26, 1975
City to change its scheduled meeting from June 19 to June 25th.
Joe Fitzherald, Forester to be on agenda at 7pm on June 25, 1975.

Engineer presented Hollow Park Street plans for council approval. Design D curb
change and catch basin grill improvement approved as recommended by the City
Planning Commission on motion by Bud Reber seconded by Hugo Weyrens. Motion carried.
Copies of lease of land for softball park to JC's presented by Attorney Knapp
to Herman Schneider, Hugo Weyrens and Harry J. Knevel.
Motion made by Herman Schneider seconded by Steve Dehler to have police car
repaired as per estimate on insurance claim.
