JOSEPH, MII~TESOTÆ MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON WEDNESDAY, JUNE 25, 1975 The City Council of the City of St. Joseph met in special session on Wednesday, June 25, 1975, with the following members present: Mayor, Harry J. Knevel; Councilmen, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk, Bob Johnson; I Attorney John Knapp. Absent: Herman Schneider, eJouncilman. (vacation). Joe FitzgeralR, City Forester and Asst. Weed Inspector, presented a tree pl~~ting, removal and testing repprt. Test reports have not been returned from the State Lab at this time. A motion was made by Hugo Weyrens seconded by Steve Dehler to notify property owner Bob Pfannenstein of an Elm tree condemnstion and removal, as recommended by the city forester. Disposal must be made within 15 days - any such tree retained as fire wood must be debarked and removed within 15 days after being cut. Trees must be cut in no longer than 4 ft. sections. City will haul the cut-up tree' to a disposal site and bill the property owner at cost. A motion was made by Bud Reber seconded by Hugo Weyrens to approve purchase of a Jari mower as requested by Maintenance dept. - cost $25. to $30. Motion carried. Minutes of 5/8 - 5/14 - 5/19 - 5/22 were approved as presented. Annexation matters were presented for review'.' Spring Lake Park - Prior Lake Joint Annexation agreement examined. Tentative proposal: Zone 1 - 1 to 5 years: NEt sEt Sec. 10 lying south of Old Hwy 52. Zone 2 - Areas in Sees. 9 - 10 - 11 - 14 - 15 - 16, less area in City and Zone 1, to be desigr~ated as proposed annexation area from 5-20 years. City \rill not petition Municipal Commission for other annexations. City will retain right to annex under the 60% rule. The above tentative proposal was adopted on motion by Hugô Weyrens, seconded by Bud Reber.Motion v~s carried unanimously. A Motion was made by Steve Dehler, seconded by Hugo Weyrens to approve adoption of Ordinance No. 1975 - A, prohibiting unreasonable acceleration and unreason- I able braking of motor vehicles. Motion carried. Bi-Centennial Committèereport presented and placed on file. Steve Dehler made a motion to compensate Auxiliary Police for service on July 4th for a total of 36 hours @ 3.00 per hour. Motion seconded by Hugo Weyrens. Motion carried. A motion was made to adjoUTIl at 12:35 A.M. Motion carried. Harry J. ~ Knevel Mayor I
