Joseph met in special session on Thursday, June 26, 1975 with the following members present: Mayor Harry J. Khevel; Council- men Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf - absent Herman Schneider - vacation. A motion was made by Hugo V/eyrens seconded by Bud Reber to compensate all police reserves at a rate of $3.00 per hour for 4 hours - total $12.00 for the 4th of July. Motion carried. A motion was made by Steve Dehler seconded by Bud Reber to adjourn council meeting. Motion carried. ---------------- A special meeting of City and Township officials opened at 8 p.m. with the following members present: Mayor Harry J. Knevel; Councilmen Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Township officials present were: Chairman Norb Eikmeier, Fred Reber, Del Terwey; Clerk David Thralow; Attorney John Pettison. Absent Herman Schneider, on vacation. Attorney John Knapp presented the City proposal for designation of areas subject to orderly 8:CJl1cxation. (Proposal placed on file.) Zone 1 - 1 - 5 years for a..nnexation NEt SEt Sec. 10 south of Old Hwy 52:- areas identified as 60% areas ~ (\A... to be annexed by City when services can be provided.e~prop~rty O'Nncro pctition.-~~ Zone 2 areas: Sec. 9 - 10 - 11 - 14 - 15 - 16 - property owners having problems ~ ~1 may petition city for annexation if city can provide services, and property owner Iq7~,?h. agrees to pay costs of services. Developer may also proceed under this policy if the required indemnity bond deposit is submitted. This is the area referred to as Cloverdale Estate area or Zone 1 - 1 - 5 years designation. Areas must be becoming urban or suburban in character and city must be able to provide services. City zoning extension question examined - council feeling city must extend its zoning regulations to control future development in annexation designated areas. A copy of city resolution will be provided by city attorney for Towúship. Both attorneys to contact Municipal Commission to request an extension of time, now set at July 17, 1975. Both township officials and city are making progress in the need for designation for orderly annexation. Proposal to be reviewed. Attorney John Knapp to contact Minnesota Municipal Commission requesting a 120 day extension of hearing date scheduled tentatively for July 17, 1975. Joint Planning to review on July 14, 1975. July 16 8 p.m. next council - township meeting. Special meeting adjourned at 10:15 p.m. -----------.-...--- Envirorunental assessment hearing date scheduled for Aug~st 14, 1975 at 8 p.m relating to Wastewater Treatment Plant upgrading. Notice to be published - 30 day requirement. Above hearing date set on motion by Hugo Weyrens seconded by Steve Dehler. Total treatment plant upgrading $455,000, federal participation $388,000., local $43,200 - sludge disposal land acquisition estimated a~ooo. (30 acres). JOSEPH, MINNESOTA MINUTES OF REGULAR CITY COUNCIL ïVŒETING HELD ON THURSDAY, JULY 10, 1975 The City Council of the City of St. Joseph met in regular session on Thursday, July 10, 1975 with the fol1ovnng members present: Mayor Harry J. Knevel; Councilmen Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; I Treasurer Leo Sadlo. Treasurer presented monthly fund balance report. Accepted on motion by Hugo Weyrens seconded by Herman Schneider. Motion carried. Maintenance employee Steve Terwey appeared before the council to discuss the mainten- ance work program, requirements, goals and objectives. A motion was made by Hugo Weyrensseconded by Herman Schneider to approve transfer of funds from v~ter fund to general to pay sidewald project - 1975 A if necessary until property ovr.~er payments are received. Motion carried unanimously. Bills were approved on a motion by Steve Dehler seconded by Bud Reber. Motion carried. JC members present. A motion was made by Hugo Weyrens seconded by Herman Schneider to approve a 3.2 beer license for JCrs for use on July 11, 1975 at park shelter. Mution carried. Terry Schwab and Cliff Borgerding present representing the JC's. Softball park lease to be redrawn by JCrs and presented to city attorney for review prior to final adoption (lease to begin Jan. 1, 1976). Lease from this date until Ja..n 1, 1976 presented and sigúed by JCrs Terry Schwab and Cliff Borgerding. A motion was made by Bud Reber seconded by Hugo Vleyrens to authorize mayor and clerk to sign lease for city. Voting for the motion Herman Schneider, Hugo Weyrens, I Bud Reber, Harry J. Knevel - abstaning Steve Dehler. rlIotion passed. Planning Commission report presented by council Representative Hugo Weyrens - copy placed on file. Police report - car door unacceptable to Krebsbach - car door mirror replacement - mirror dropped out. A motion was made by Steve Dehler seconded by Herman Schneider to allow Police Dept. compensatory time off for attendance at court sessions. Motion carried. Police Dept. forms and letterhead purchase approved on motion by Herman Schneider seconded by Hugo Weyrens. Motion carried. Open meeting law copies passed around to council for study prior to adoption of resolution to amend as suggested by the League of Minn. Municipalities. Nutrition Project of TriCap to receive further study. Bill Wasner, Asst Fire Chief presented statements for 3 firemen attendance at fire school. Applications for Dale H. Lott and Jerry Brannan were presented for fire dept. membership were approved on motion by Steve Dehler seconded by Hugo Weyrens dependent upon passing of physical exam. Motion carried.
