JOSEPH MINNESOTA 641 MllWTES OF SEPCIAL CITY COlmCIL MEETING HELD ON WEDNESDAY JULY 16, 1975 The City Council of the City of St. Joseph met in special session on Wednesday July 16, 1975 with the following members present: Mayor Harry J. Knevel; I Councilmen Herm~~ Schneider, Bud Reber, Steve Dehler; absent Hugo Weyrens (Army summer camp); Attorney John Knapp; Tovmship officials present were: Norb Eikmeier, Chairman; Fred Reber, Del Terwey; Clerk Dave Thralow; Attorney John Pattison. Approximately 10 to 15 east end residents were also present. Purpose of meeting to discuss and review orderly annexation procedures. Tow~ship officials by their Attorney John Pattison presented a township proposal identified on a map presented. Reported extension of st. Cloud City sub-division regulations into St. Joseph Township. Discussion and report of St. Joseph City sub-division regulations extended 2 miles beyond city limits. Council identified other areas of concern south of city and also areas related to construction of 194. Discussion of zoning control over areas designated for orderly annexation. Tovmship concern expressed concerning the minimum 7500 square ft. requirement of city - desired an increase to a 15,000 sq ft minimum. Assessment policy for developer - developer to pay largest share of project. Discussion of re-zoning entire to~mship back to agriculture of areas outside of designated areas for orderly annexation. 1) Zoning control - Planning 2) No annexation w~ithin area without consent of property owner 3) Fiscal policy - protection for large lot ovmers on special assessments 4) Lot size l5,00Qsq ft I 5) Developer to assume greater cost of area development. Mayor requested township present city council thei~ proposal in writing to allow city to study matter. Hearing to be continued to Sept. Howard Kaibel will be present on July 30, 1975 to fulfill legal requirements of hearing. Hearing date to be extended into Sept. - on approval from Municipal Commission via City Attorney John Knapp. Dalmatian type of development not acceptable to city. City to consider 5 to 10 years in Zone 2. Tovmship proposal to be presented to council prior to July 24 meeting. Counter proposal to township back to township by July 28. Township to send proposal to city indicating vdllingness to enter into orderly annexation discussions- copy to Municipal Co~nission by Attorney John Pattison.
