Moved by Bud Reber, seconded by Herman Schneider. MSP. Discussion about Civil Defence letter took place, Art Reber to report on activities on Aug 21. Report by Harry Knevel about Bicentennial letter from Rudy Perpech. Bo b to m,ake copies and communiate letter to Bicentennial Committee. Suggested we read the legislative bulletin. Discussion took place about refunded HUD grants and whether 'we should reapply for funds for the county road (College Ave.), railroad crossing project and storm sewer project in Cloverdale Estates area. Annexation discussion took place regarding the proposals sent to us by the St. Joseph Township and John Pattison. A counter proposal was developed by the council. City attorney instructed to draft a letter containing the proposal to be sent to the township officials by July 28th. See copy of letter attached to minutes. Motion made by Steve Dehler to accept the counter proposal seconded by Bud Reber.MSP Herman Schneider made motion to instruct the clerk to publish a notice in the paper concerning the use of water for sprinl(ling la\vns. Residents living east of College Avenue on even days and residents west of College Avenue to sprinkle on odd days only. I The El Paso Club, Claude Menzhuber and Carol came and asked for permission to set up eating facilities outside for a BarBQ chicken and corn feed - 3.2 beer will be sold outside and no liquor sold except in building. Tentative date is August 24th. There w~ no liquor violation forseen. Council gave their permission provided no violations. Bud Reber made motion Steve Dehler seconded subject to discussion with John Knapp. r~p' Question was also raised about owning a liquor license and not residing in the city. Clerk to review minutes of past meeting about this discussion and present at next meeting. Report by Harry about a discussion with Fred Barry about getting newsworthy information from St. Joseph and other outlying cities. Clerk ,rill be the key- point source for information going between St. Joseph a.Yld YlJON: radÜ) ?or :Õè']J)'!:JCLSt program. Discussion came up about paying Bud Reber compensation for building the clerk's office. Bud mentioned he enjoyed doing it and no way would accept any compen- sation for it. Mayor Knevel commended Bud on the outstanding and professional job he did. Bill Lorentz gave a report on incidents in the city for the first 6 months in 1975 A motion v~s made by Herman Schneider seconded by Bud Reber to establish an I accounting system beginning July 1 for police department. Mayor authorized to bring in an accounting counsel for setting up the system. Bill was instructed to keep records of ~~rnings given also to provide the council \rith a monthly report. 643 Motion made by Herman Schneider aeconded by Bud Reber instrUCting Chief of Police to prepare a notice regarding bicycle riding in the City of St. Joseph. MSP Clerk to check on our ability to purchase equipment through surplus supplies. Keep eyes open for used State snow plow truck. Council authorized Dick TaufeD to repair ŒÆC and Chevrolet - approx cost $800. Motion made by Bud Reber seconded by Herman Schneider. Dick brought up question about blovrrng v~ter lines and city's responsibility. Clerk to check on a consent form removing the city from liability on water line damage. Rate for blowing waterlines $25. per hour - 1 houx minimum was established. Motion made by Herm~~ to adjourn seconded by Steve MSP at 11:45. Harry J.
