CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, AUGUST 7, 1975
The City Council of the City of St. Joseph met in regular session on Thursday, August
7, 1975 at 7 p.m with the following members present: Mayor Harry J. Knevel; Council- I
men Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; ~reasurer Leo Sadlo,
Attorney John Knapp, Engineers Joe Bettendorf and Gale Eastwood. A bsen t Herman
Schneider (vacation). Also present were: Mike Loso fire chief.
A motion was made be Steve Dehler seconded by Hugo Weyrens to strike the following
words from minutes dated June 26, 1975 No. 639 - 5th paragraph: "or property owners
petition." Also the following correction in minutes of July 24, 1975: add absentees:
HU€pWeyrens (guard" camp) councilman~ Clerk Bob Johnson (vacation). Motion carried.
Treasurer report presented by Leo Sadlo. Treasurer report approved on motion by Hugo
Weyrens seconded by Steve Dehler. Motion carried.
A motion was made by Bud Reber seconded by Hugo Weyrens to increase garbage pickup
charge to $3.00 per month per customer starting Oct 1, 1975 - first billing after
Jan. 1, 1976. Motion carried.
Check for $20.00 presented from Police Advisory board Chairman Don Kierze~as a
contribution to city recreation dept.
Fire Chief Loso requested permission for fire dept. to trade 1966 Chev panel truck
for 1971 Int. travelall - unit to be equipped as a rescue vehicle.
A motion was made by Steve Dehler seconded by Bud Reber to approve vehicle trade as
requested by Chief Loso. Motion carried.
Fire truck chassis statement from Tenvoorde Motor Co. presented. Copy and notice of I
payment due in 30 days to be forwarded to St. Joseph Township Clerk David Thralow.
8:30 p.m. - Bob Borresch - agenda - Discussion of court case - careless driving charge -
not guilty assault case in Oct. - described costs of vehicle, attorney fees, etc.
$1,395.00 total cost - plus assault charge estimates total cost to be $2,000.00.
Examination of legal questions held. Attorney Knapp indicated towing firm liable if
vehicle damage in transit. Towing of vehicle policy examined -Nancy Wittock case
reviewed. Police policies being examined by Police Advisory Commission for council
examination and approval.
Engineers Joe Bettendorf and Gale Eastwood presented engineering reports.
Colton water and sewer installation question examined. June 4, 1937 deed copy presented
by Attorney Knapp indicating city owns dump road - 16! ft roadway. Road and dump
property deeded to city - city permission necessary for private use. State will
approve additional access - 8 mos to 1 year - time element involved. Colton plans
not presented to Planning Commission to date.
August 14, 1975 Treatment Plant upgrading hearing information examined - changes in
cost items explained by Eng.neer Gale Eastwood - additional tests by Serco Co. reco-
mmended. Sketch of plant area presented to council.
A motion was made by Steve Dehler seconded by Bud Reber to approve testing by Serco Co. I
as identified by Engineer Gale Eastwood. Sept. testing planned. City employees to
secure samples and deliver to Serco Labratories in Roseville. Motion carried.
Engineers to provide tape recorders with microphone for Aug 14 hearing.
Railroad crossing report presented by Engineer Joe Bettendorf - county agreement on
crossing signals - letter on file. .

A motion was made by Hugo Weyrens seconded by Bud Reber to re-sod entire boulevard
fronting Genieva Heinen property on Minnesota Street including property drainage
through curb to street. Motion carried.
Motion made by Bud Reber seconded by Steve Dehler to pay bills as presented.
Motion carried.
Meeting with Township on August 28 to be established if possible.
Motion made by Hugo Weyrens seconded by Bud Reber to approve hiring Bill Baggen-
stoss to improve dump sity to conform with PCA requirements.
Clerk to notify Bill Jones mobile home court owner, city is not equipped to
install 2" or 3" meters.
A motion was made by Bud Reber seconded by Hugo Weyrens to approve the applica-
tion of Richard C. Nothnagel for a reduction in residential assessed valuation
as recommended by City Assessor Ollie Lesnick, residence location - 31 - 5th Ave NW.
Motion carried.
On motion by Hugo Weyrens seconded by Bud Reber the council approved renewal
of the assessor valuation service (22.50 - 50%). Motion carried.
A motion to adjourn was made at 1:10 A.M.
