JOSEPH, MINNESOTA MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY AUGUST 14, 1975 The City Council of the City of St. Joseph reconvened in special session at 8:30 p.m. after the Environmental Public Hearing held on August 14, 1975. The following members were in attendance: Mayor Harry J. Knevel, Councilmen, Herman Schneider, I Bud Reber, Hugo Weyrens and Steve Dehler; Clerk Bob Johnson; Attorney John Knapp. The city per diem compensation policy was re-examined and the following changes were adop'ted: A two person attendance limit per meetings, schools, conventions, conferences, etc. held during regular day time working hours - 8 to 5 p.m. - will be paid $35.00 per diem, with Saturday and Sunday included. Special occasions requiring added attendance must receive prior council approval. The motion for adoption was made by Hugo Weyrens seconded by Bud Reber. Motion carried. Clerk to contact League of Municipalities to request sample copies of personnel policy standards. TriCap senior citizens transportation program examined. City contribution of $175.00 proposed as a $1.00 per person contribution. A motion was made by Steve Dehler seconded by Hugo Weyrens to approve expenditure of $175.00 for senior citizens bus transportation program as requested by Tri Cap for the first year of operation. Motion carried. Reactivation of night time curfew for youngsters to be explored. A motion was made by Herman Schneider seconded by Steve Dehler to adopt the follow- ing resolution altering C.S.A.H. 2 as follows: see Railroad Crossing Relocation file for copy of resolution. I Boy Scout_request to relocate (R.R. Depot rebuilt) in plant area to be re-examined. Other areas to be examined by council members, on motion by Bud Reber seconded by Hugo Weyrens. Motion carried. Police car rental lease or purchase question to be explored on motion by Hugo Weyrens seconded by Bud Reber. Motion carried. Attorney Knapp discussed legal policy relating to criminal matters. Rehabilatation policy to receive priority. A motion was made by Hugo Weyrens seconded by Bud Reber that Police Chief be notified to check all liquor establishments at closing time at 1:30 A.M., starting Aug. 18, 1975 for a period of 30 days, alternating and rotating of check times. Time of each check to be recorded. Report to be submitted to council on Sept. 18, 1975 at a special council meeting. Report to contain all conditions observed by in- vestigating officer. Report to be signed by the officer. Motion carried unanimously. Wine ordinance to be prepared by Attorney John Knapp for first reading on Sept. 4, 1975 on motion by Steve Dehler seconded by Herman Schneider. Motion carried. Purchase of vacuum cleaner for city hall (city hall) approved on motion by Bud Reber seconded by Hugo Weyrens. Motion carried. A motion was made by Bud Reber seconded by Hugo Weyrens to approve Ceta raise for I Patrolman Paul Ewald of $75.00 per month. Motion carried.
