JOSEPH, MINNESOTA 647 MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, AUGUST 21, 1975 The City Council of the City of St. Joseph met in special session of Thursday, August 21, 1975 at 7 p.m. Members present were: Mayor Harry J. Knavel; Councilmen I Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler, Clerk Bob Johnson; Attorney John Knapp. Also present were: Ben Kremer, Chairman St. Joseph Planning Commission; Fire Chief Mike Loso, and dept. member Pete Giroux, Paul Brinkman, Planning Commission Secretary and Jim and Don Landwehr. Fire Chief Loso presented the applications of Tom Bra.nnan and Thomas Pflueger for fire dept. membership. Approved on motion by Hugo Weyrens seconded by Bud Reber. Motion carried. Loso also requested beer license 3.2 for Fire Dept fund raiser on Sept 13, 1975. Approved on motion by· Bud Reber seconded by Herman Schneider. Motion carried. Fire school at Brainerd Sept 6 - 7, 1975 - fire chief requested approval for attendance. Policy of 2 persons for attendance approved as previously estab- lished. Fire Dept purchase of mobile radio unit with PA system for use in travelall unit approved on a motion by Steve Dehler seconded by Herman Schneider. Motion carried. Pete Giroux presented a fire dept plnsion proposal. Copies to be made for next meeting. I Attorney Knapp reported on a discussion with Howard Kaibel, Municipal Commission secretary. First action of Commission would be to designate areas for orderly annexation. Attorney Knapp indicated a 20 year span for orderly annexation may not be acceptable by commission - recommended a 10 year limit. Hearing procedures were discussed - township proposal presented for Planning Commission members. City joint resolution for orderly annexation reviewed as prepared by City Attorney John Knapp. Bicentennial committee report presented by Mayor Knevel. Scout building project report presented by Hugo Weyrens. Council committee recommended west end of park shelter park area. Scouts to present building plan.
