MINUTES OF REGULAR OITY OOUNOIL MEETING HELD ON THURSDAY, SEPTEMBER 4, 1975
~he Oity Oouncil of the Oity of St. Joseph met in regular session on Thursday,
September 4, 1975 at 7 p.m. with the following members present: Mayor Harry
J. Knevel; Oouncilmen, Herman Schneider, Bud Reber, Hugo Weyrens, Steve
Dehler; Olerk Bob Johnson; Treasurer Leo Sadlo; Attorney John Knapp.
Minutes of Public Hearing held on August 14, 1975 - Plant upgrading were
approved on motion by Hugo Weyrens seconded by Herman Schneider. Motion
carried.
Motion was made by Herman Schneider seconded by Bud Reber to approve treasurer's
report as presented.
A motion has been made by Hugo Weyrens seconded by Steve Dehler to increase
fire dept. lump sum pension from $1500. to$2500.00 effective Jan 1, 1976.
Motion carried.
Attorney Knapp reported on phone conversation with Attorney Mike Sullivan -
relating to fire truck purchase - depreciation on $40,000. not charged to
St. Benedict's, 3 - year installment basis - Attorney Knapp to continue
communication with St. Bens Attorney Mike Sullivan.
Annexation report presented by Attorney Knapp. Kaibel contact - Stillwater
agreement to be coming from Minnesota Municipal Oommission.
Howie Zimmer - Grafitti Pizza operator - on agenda presented an application
for an on-sale wine license.
Attorney Knapp presented copies of a proposed on-sale wine license Ordinance
No. 1975-B.
Zimmer on agenda September 18, 1975.
Business persons and Bill Baggenstoss present regarding snow removal.
Dennis Stueve presented snow removal questions - suggested moving snow to
center or south side and then hauling away. Final proposal of Boosters:
Push snow from Martini to Gretsch - Minnesota down Oollege - E1Baso area
push in center - Push snow in center - after sidewalks are shoveled - push
snow again to center - then hauled away - intersections to be cleaned first -
Minnesota Street snow hauling to be first priorty indicated by Bill Baggenstoss
Oenter piling can be picked up much faster: by Baggenstoss.
Question of city paying snow removal costs suggested by business persons.
Oity to study question further prior to making a cost-share commitment -
city to budget additional funds to aid in snow removal from business district.
Donna Butkowski on agenda - not present.
Engineer Joe Bettendorf presented an engineering report. Approval on Step I
completed. Plant digester crack to be repacked - gas burner blowing out by
wind - propane gas use question to be further explored.
Gohman apartment area curb and gutter installation question - engineers to
survey and stake. Engineer authorized by motion of Hugo WeYrens seconded
by Bud Reber - pending receipt from Gohman requesting installation and agreeing
to cost assumption. Motion carried.

Attorney reviewed easement agreement held between city and Max Meyer relating
to Plant area road. Oopy on file.
Grant application questions examined -
Railroad Orossing relocation project examined, engineer report presented -
county funding availability assessed. Final plans and specs to be prepared
and completed by Nov. 15, 1975 stated by Engineer Joe Bettendorf.
Motion made by Herman Schneider seconded by Steve Dehler approving engineer-
ing preparation of final plans on R.R. relocation project from Hwy 52 to R.R.
crossing. Motion carried.
Mayor Knevel presented POA communique describing Sen.1ralmadge amendment
changing formula of Wastewater funding allotment. Olerk to prepare letter
to Minnesota Senators and Oongressmen protesting the amendment on motion by
Herman Schneider seconded by Hugo Weyrens. Motion carried.
Street and maintenance report presented by Dick Taufen, Ray Bechtold and John
Kierzek.
A motion was made by Bud Reber seconded by Hugo Weyrens to approve utility
easement for placement of power poles in park area - from house to softball
area according to NSP plan. Motion carried.
A motion was made by Steve Dehler seconded by Herman Schneider to approve
purchase of 1958 Ford truck from Wasner Oil 00. after maintenance dept.
inspection and approval.
Three city officials to attend Regional meeting at Little Falls on Sept 22,
1975, Oouncilmen, Herman Schneider, Hugo Weyrens and Olerk Bob Johnson.
Police report presented by Bill Lorentz monthly report of incidents presented
for August, 1975. Oopy placed on file. Leter of resignation of Police
Reservist Bob Simon presented by Ohief Lorentz. A motion to accept resigna-
tion was made by Hugo Weyrens seconded by Bud Reber. Motion carried unanimously.
Ourfew ordinance question reviewed - further study to be made prior to next
meeting on Sept 18, 1975.
Motion made to adjourn at 1:05 a.m. carried.
