JOSEPH, MINNESOTA MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, SEPTEMBER 18, 1975 The City Council of the City of St. Joseph met in special session on Thur.sday, September 18, 1975 at 7 p.m. with the following members present: Mayor Ha¡:ry I J. Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; Attorney John Knapp. Also present were: Mr. and Mrs. - Howard Zimmer. Minutes of August 7, 14, 21, 1975 were approved as presented on a motion by Herman Schneider seconded by Bud Reber. Motion carried. Emergency Services Director Art Reber, unable to attend this meeting will be on the October 9 agenda. Agenda hearing: Mr. and Mrs. Howard Zimmer, Grafitti Pizza, present regards wine license. Wine license fee schedule discussed. A motion was made by Herman Schneider seconded by Bud Reber to approve Wine Ordinance No. 1975-B. Motion carried unanimously. Motion made by Steve Dehler seconded by Hugo Weyrens to establish wine license fee at $150.00 per year and grant license to applicant Howard Zimmer as per application submitted. Motion carried unanimously. Councilman Hugo Weyrens reported on Planning Commission meeting held on Sept. 8, 1975. Request by Gamades representative Attorney Joyanovich to construct another multiple dwelling north of the present Gamadas Apt 8 plex on south College Ave. Planning Commission to further study. I Avon restoration construction plans north of Hwy 52 and east of ~Y's Cafe on College Ave information presented by Council Planning Commission representative. Planning Commission to further study matter. Attorney Knapp reported on meeting with County Commissioners relating to annexation joint powers 5 man board. County will not assume enforcement responsibility. Attorney Knapp authorized to prepare new annexation proposal on motion by Hugo Weyrens seconded by Herman Schneider. Attorney also presented a copy of letter from Attorney Sullivan - St. Bens representative relating to fire truck purchase. Council to study matter further. Softball lease with J.ct$ question to be further explored - j.C's are pre- paring an operating proposal. Dick Taufen present - sewer line problem Park Terrace area - clean out pro- blem - maintenance easement question. Police report - police car accident report presented. A motion was made by Bud Reber seconded by Hugo Weyrens to authorize repair of police car. Motion carried. Bar check report presented by Chief Lorentz. I Motion made to adjourn at 12:05 a.m. Harry J.
