CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON ,THURSDAY, OCTOBER 2, 1975
The City Council of the City of St. Joseph met in special session on Thursday,
September 25, 1975 at 7:30 p.m. with the following members present: Mayor
Harry J. Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens, I
Steve Dehler; Clerk Bob Johnson; also present were Bill Wasner and Dick
Taufen.
A motion was made by Hugo Weyrens seconded by Herman Schneider to approve
purchase of 1967 state truck and plow unit State No. 67547, Serial No.
F80EUB55247. Motion carried unanimously.
Special council meeting scheduled for October 2, 1975 at 7:30 p.m.
A motion was made by Hugo Weyrens seconded by Bud Reber to adjourn at 8 p.m.

Joint annexation meeting was called to order at 8:07 p.m. members in attendance
were Mayor Harry J. Knevel; Councilmen, herman Schneider, Bud Reber, Hugo
Weyrens, Steve Dehler; Clerk Bob Johnson; Attorney John Knapp. Township
members present were: Chairman Norb Eikmeier, Supervisors Fred Reber;
Clerk David Thralow; Attorney John Pattison - absent: Supervisor Del Terwey.
Also present were: seven other persons.
Attorney John Knapp presented a review of the revised joint resolution to
orderly annexation of the City of St. Joseph and Township of St. Joseph.
Further study of the revised resolution and joint powers agreement to be
conducted by cC?Uncil and Town Board.
Another meeting scheduled for October 2, 1975 at 7:30 p.m. I
Motion made by Hugo Weyrens seconded by Herman Schneider to approve purchase
of 2 planning manuals from League of Minnesota Municipalities at $6.00 each.
Motion carried.
Motion to adjourn made at 10:50 p.m.

MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY OCTOBER 2, 1975
The City Council of the City of St. Joseph met in special session on Thursday,
October 2, 1975 at 7:30 p.m. with the following members present: Mayor
Harry J. Knevel; Councilmen Herman Schneider, Hugo Weyrens, Steve Dehler,
(Bud Reber absent-illness~ Clerk Bob Johnson; Attorney John Knapp. Township
officials present were: Chairman Norb Eikmeier, Supervisor, Fred Reber,
Del Terwey; Clerk David Thralow; Attorney John Pattison. Also present were:
approximately eight interested residents.
Fourth revision of Joint annexation resolution reviewed. Attorney Knapp
presented Attorney General rulings and statute changes on special assessments
or hook-up charges referring to annexed areas.
Robert ~ulton appeared to explain his letter of suggestion for assessment in
the annex area relating to larger lots. Several changes were agreed upon.
A motion was made by Hugo Weyrens seconded by Herman Schneider to adopt the
Joint Powers agreement. Motion carried unanimously.
A motion was made by Steve Dehler to adopt the Joint Resolution to orderly
annexation of the City of St. Joseph and Township of St. Joseph as amended
at a joint meeting held on October 2, 1975. Motion carried unanimously.
A motion was made by Herman Schneider seconded by Steve Dehler to authorize
clerk to pay city's share of filing to Minn. Municipal Commission. Motion
carried.
A motion was made by Hugo Weyrens by Herman Schneider to approv~ the on-sale
3.2 beer license for the JCts use on October 3, 1975 - October Fest. Voting
for: Herman Schneider, Hugo WeYrens, Harry J. Knevel; abstaining Steve
Dehler. Motion carried.
A motion to adjourn was made at 11:05 p.m.
