MINUTES OF REGULA~ CITY COUNCIL MEETING HELD ON THURSDAY, OCTOBER 9, 1915
The City Council of the City of St. Joseph met in regular session on Thursday,
October 9, 1975 at 1 pm with the following members present: Mayor Harry J.
Knevel; Councilmen, Herman SChneider, Bud Reber, Hugo Weyrens, Steve Dehler;
Clerk Bob Johnson; Treasurer Leo Sadlo; Attorney John Knapp; Engineer, Joe
Bettendorf.
A Motion was made by Hugo Weyrens seconded by Steve Dehler to approve transfer
of $4,000. Revenue Sharing Fun_return to Street Maintenance Fund. Motion
carried unanimously.
A motion was made by Herman Schneider seconded by Bud Reber to approve treasurer
report as presented.
Art Reber, Emergency Services Director presented his report relating to needs
and requirements to comply with Civil Defense regulations. Seminar attendance
reports reviewed. Continued study and preparedness necessary.
Motion made by Hugo Weyrens seconded by Herman Schneider to approve the attendance
of Mke Loso at Fire Chief Conference in St. Paul on Oct. 16, 11, 18, 1915.
Motion carried.
A motion was made by Herman Schneider seconded by Hugo Weyrens to approve
Dick Taufen attendance at one day water operator school at St. Cloud on Oct.
29, 1915. Motion carried.
J.C's on agenda: question of city fund committment: Attorney Knapp stated
city cannot enter into warrant agreement without referendum. Referendum question
examined.
Cliff Grabinski, Park Refuse Service was present: request. 40¢ per account
$3.15 per account per month increase in garbage pickup service. A motion was
made by Hugo Weyrens seconded by Herman Schneider to approve increase of
40¢ per account per month effective Jan 1, 1916. Motion carried.
Revised Joint Annexation Resolution presented by Attorney for city signatures.
Attorney Knapp to forward copies to Township Attorney John Pattison for
Town Board signatures. ]IDnicipal Commission to be notified by Attorney.
A motion was made by Herman Schneider seconded by Steve Dehler to approve appoint-
ment of Councilman Hugo Weyrens and Planning Commission Chairman Ben Kremer
as City representatives on the 5 - man Joint Powers Committee for orderly
annexation areas. Motion carried.
Engineering report: Plans and specs on R.R. crossing re-location scheduled
for completion on Nov 15, 1915. Public hearing date to be established
at later date.
Plant grant program reviewed - digester leak - and burner problem examined.
Engineer to check on electric igniter system for gas burner operation.
Plant testing questions examined - 30 acre land acquisition for sludge deposit
reviewed. Further action to be taken after StepII Grant approval.
Gene Vander Hayden and Ron Brown presented information relating to the hockey
program for the coming season. School District approved additional hockey
and regular rink to be located on school property - poles and lights donated -
need boards - enlarged warming house - city to provide flooding and snow
removal service at this time. Also assume costs of lighting and heating.

Motion made by Herman Schneider seconded by Bud Reber to re-new police car
lease for one year at $110.00 per month. Voting for motion: Herman Schneider,
Bud Reber, Hugo Weyrens, Harry J. Knevel. Voting against motion : Steve
Dehler. Motion carried.
Motion made by Herman Schneider seconded by Bud Reber to approve payment of
bills. Motion carried.
Motion to adjourn at 12 midnight carried.
