CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, NOVEMBER 6, 1975
The City Council of the City. of St. Joseph met in regular session on Thursday,
November 6, 1975 at 7 p.m. with the following members present: Mayor Harry J.
Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; I~~
Clerk Bob Johnson; Treasurer, Leo Sadlo; Attorney John Knapp.
Treasurer report presented by Leo Sadlo. A motion was made by Herman Schneider
seconded by Hugo Weyrens to approve treasurer's report as presented. Motion
carried.
Bud Reber was granted leave to attend the special meeting of the st. Joseph
Recreational Association as council representative.
Motion made by Hugo Weyrens seconded by Steve Dehler to pay bills as presented.
Motion carried.
Ron Rutz was invited by council to discuss water film on trailer house in
Mobile Court. Information to be submitted to city engineering firm.
Municipal Commission cancellation of public hearing on orderly annexation
presented. Acknowlegement of Township - City agreement by resolution to order-
lyannexation. (còpies on file.)
Motion made by Hugo Weyrens seconded by Steve Dehler to approve replacement of
hydrant on Minnesota Street and 1st Ave S.E if necessary.
Motion made by Hugo Weyrens seconded by Herman Schneider to approve attendance
of Bldg. Inspector at conference Nov. 12,1975 at St. Cloud Vocational. Motion I
carried.
A moition was made by Hugo Weyrens seconded by Steve Dehler to approve Building
Inspector as administrator and enforcing officer of Zoning Ordinance No - 59.
Motion carried.
A motion was made by Steve Dehler seconded by Herman Schneider to notify St.
Joseph Township City requests notice by mail of their intention toward
establishment of the city proposed fire district also an ackownledgement of
the 60% - 40% agreement on truck purchase. Mèeting to finalize district concept
necessary. Motion carried unanimously.
Engineer Joe Bettendorf presented a report on Ron Rutz trailer problem - white
film on windows and trailer believed by Rutz a result of sprinkling city water.
Engineer reports problem related to water hardness - 260 pm hardness - calcium
content large. Engineer stated all conditions, wind, sun etc. were right for
this type of reaction.
R.R. relocation project plans presented and examined - inspection to be made
of area next week shifting of street approx 4 to 5 ft east being considered
to avoid removal of trees. Cost estimates to be prepared by engineering.
Rothfork sewer line extension question examined - electric ignite. for treat-
ment plant being considered requires purchase of entire burner - $1100.00 mater-
ials for igniter and burner only. I
A motion was made by Steve Dehler seconded by Bud Reber to approve installation
of propane tank to operate burner pilot at Wastewater Treatment Plant.
Motion carried.

A motion was made by Hugo Weyrens seconded by Herman Schneider to appoint Bud
Reber to a position on the Board of Directors óf the St. Joseph Recreational
Association. Motion carried.
Curfew ordinance reviewed - further study to be make.
Liquor ordinance to receive council study for possible revision.
Motion was made by Bud Reber seconded by Herman Schneider to approve purchase
of 4 - 4 ft fluorescent light units for City Hall.
