MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, DECEMBER 18, 1975

The City Council of the CitY-of St. Joseph met insp~cial session on Thursday,
December 18, 1975 at 7 p.m. with the following members present: Mayor Harry J.
I Knevel, Councilmen, Herman Schneider" Bud Reber, Hugo Weyrens,Steve Dehler,;
Clerk Bob Johnson, Attorney JohriKnapp. Also' present:' all liquor licensees were
represented.
Purpose of meeting: To review liquor ordinance and city policies relating to
city operation. Attorney Knapp presented a review of City Liquor Ordinance
No. 62.
SEC. 8) Question of persons in establishment after hours - credit question exam-
ined - may be deleted - attorney to check state law on credit question,
subd. 4 - warrant need - (extend time for search with out warrant.)
SEC.9) Persons in building - door locked situation problem - getting persons
out reported as problem - suspension of license would be most effective -
doors to be locked.
SEC. 10) El Paso Club cited as being without window necessary to view entire
bar room area - state law abolished.
~oors to be locked at 1 a.m. - opened for police at any time and all times.
6x24 window requirement to be considered for ordinance removal - minors in
bar - bowling lanes - question to be further explained.
SEC 13) Suspension use coneidered by council to be most effective - one year
from date of previous violation to be used in suspension measurement.
Ordinance to be revised and amended.
I Council recessed at 9:30 p.m.
9:45 council revonvened -
Minutes of 10/9/75, 10/23/75, 11/6/75, 11/11/75, 11/24/75 presented and approved
on motion of Hugo Weyrens seconded by Herman Schneider. Motion carried.
Attorney Knapp to check liquor statutes p~rtain~~ to present liquor ordinance.
Stearns Municipal League meeting in St. Joseph on January 20, 1975 at 8 p.m.
Lyman H~l annexation question examined.
Mike Loso Fire Chief: Farm~i press~e uni~FMC unit delivery date reported
as sometime in March.
Further study of Recreation Assn. lease to be made. Recreation Assn. to be on
Feb 5, 1976 agenda.
Engineer report presented: Engineer reported 2670 cars per day on County #2
in 1975.
Motion made by Bud Reber seconded by Hugo Weyrens to approve plans for State
Aid Project 73-602-12 SAP No. 74-2108 and authorize Mayor signature. Motion
I carried.
Police advisory policy recommendations to receive council consideration.
A motion was made by Steve De~er seconded by Bud Reber to adopt a 28 day tour
of duty - 58 hours weekly for police personneL ,based on FLSA. Motion carried
unanimously.

Motion was made by Hugo Weyrens seconded by Herman Schneider to adopt a 28 day
tour of duty -58 hours weekly ~ for fire personnel base. on FLSA s~andards.
Motion carried unanimously. ~
