CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY JANUARY 23, 1975
The City Council of the City of St. Joseph met in special session on Thursday,
I January 23, 1975 with the following members present: Mayor Harry J. Knevel;
Councilmen: Herman Schneider, Bud Reber, Hugo1Weyrens, .Steve Dehler; Clerk
Bob Johnson, also present were: Police Chief Bill Lorentz and Police Reserve
member Elmer Rakotz.
Minutes of the following meetings were presented for approval: 11/14 - 12/5 -
12/23 - 12/30/74 - ,no additions or corrections, presented minutes were approved
as presented.
CETA program report presented - applicant interviews to be scheduled with Advisory
Commission.
Sheriff Ellering reportedly unable to attend meeting tonite. Will be on Feb 6,
1975 agenda.
Attorney Knapp present.
A motion was made by Hugo Weyrens seconded by Bud Reber to table fire dept request
for constitution and By law change for further study - relating to Fire District
concept.
Attorney Knapp reported on meeting with St. Bens Attorney Mike Sullivan s~ating
a convent-college committee will recommend to convent - college officials to
consider a contribution of $30 - $40,000 for fire protection service.
I Meeting with township officials to be scheduled for Jan. 29, 1975 - feasibility
of establishing aux. fire station in Bel Clare Acres acres to be examined.
Clerk to notify township clerk of meeting on Jan. 29, 1975 at 8 p.m with leggl
council present - also notify fire chief and ass't chief on motion by Bud Reber
seconded by Steven Dehler. Motion passed.
rromm&n~ty Housing and Development Act program information to be obtained (pre-
application forms etc.) for Feb 20, 1975.
Emergency Services director appointment question to be further explored.
Review of services provided during recent blizzard examined -
Police Advisory Commission by-laws to be examined at Feb. 6, 1975 meeting -
Incompatible offices document examined - attorney presented copy from office
of Attorney, General - Attorney to write Attorney General for specific opinion
relating to the city question of incompatibility of offices.
Alley traffic in city hall alley examined dangerous conditions cited - gas tanks
location in area. Council recommended removal of gas tanks.
Motton made by Bud Reber seconded by Hugo Weyrens to instruct clerk to notify
Dale Schneider to remove snow placed on city property by Jan. 30, 1975 after the
aforementioned date the city will remove at Schneider's e»pense. Snow poses a
danger to Well No 1.
I Dick Taufen presented information on snow removal equipment. Tractor with snow
removal attachments. Motion has been made by Steven Dehler seconded by Herman
Schneider to prepare and advertise for bids for a good used gas tractor with
loader. Motion carried.
Police Chief Lorentz reported on police exercise on Tues. Jan 21 at Loso Store
mock burglary training exercise - 8:30 p.m. Council concerned because of lack of
advance notice. Motion made to adjourn at 12 midnight
