JOSEPH, MINNESOTA MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, JANUARY 9, 1975 The City of St. Joseph Council met in regular session on Thursday, Jan. 9, 1975, with the following members present: Mayor Harry J. Knevel; Councilmen, Herman , Schneider, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; Engineer Joe Bettendorf. Meeting called to order at 7:20 p.m. Oath of office administered to counc~- elect Steven Dehler, after the oath Councilman Dehler assumed the council chair. Motion made by Herman Schneider seconded by Bud Reber to accept the Treasurer!s report as presented. General revenue funds to be invested in passbook account when advisable. Engineer JOseph Bettendorf presented status report on S1bèp I Grant, verbal approval received - written approval expected in 6 weeks. After Step I completion: release of funds may be expected. Assessment and improvement hearings to be scheduled in spring. Railroad Crossing - State Aid #2 - estimates from Burlington Northern $30 - $35 M for gate and signals - 90% state 10% county funding. State aid funds available at county level. City council representatives and engineer to meet with county commissioners on county aid question in February. R.R. Depot buildingøove questioned - no further word at present. Question of St. Bens PCA permit to hook-up to sewer - engineer reported con- flicting replies. Minor flow ho 0 ,,"up no consequérice - larger flows require notice to PCA. Flow increase expected from 4-Ynit apt. complex - increase in flow not a large problem with PCA relationship - no new main expected to be installed. I Hollow Park indemnity bond reported not posted to date. Document dedicating Lot 12 of Hollow Park as Parks and Playground has not been received on this date. Fire Chief Mike Loso presented copies of By laws for distribution and examination by council prior to next meeting. Request for dept. radios - motorola informa- tion to be obtained. Mutual aid meeting rescheduled - information relating to fire communications to be presented. January 16 - basic fire course at Voc Tech - $6.00 per person - six fire dept. members may attend - 5 weeks - 1 night per week. A motion was made by Hugo Weyrens seconded by Herman Schneider to approve fire dept members attendance at school. Motion carried. Steve Schirber present regards Hyway 52 and College Ave crossing conditions. Mr. Schirber agreed to provide city clerk the address of State Representative James Obestar, member, of legislative transportation committee, as a contact relating to US 52 crossing. Ed Kacures - (2) agenda - snowmobile.pr,oblem - vehicle parking on deade:eñd street cited. Vehicles a problem"'for show removal. Lot 12 cited as a park and playground - to operate a snowmobile in that area is a violation of ordinance. I Attorney John Knapp reported Lot tt officially dedicated as park and playground. Document placed on file. Police Chief Lorentz to inform property owners on dead end relating to parking on street - removal of basketball pole also a council directive. Snowmobile Ordinance amendment, to exclude westerly park land area, to be considered. ~~- -~-=-- 605 (3) Mr. and Mrs. Clint Chamberlin were present: Mr. Chamberlin presented a written request to have his resignation dated Dec 8, 1974 rescinded - reasons were on a9prepared document and placed on file. Mr. Chamberlin stated his resignation was prepared while under doctors care and in a hasty manner. f Police Chief stated Chamberlin did converse with him iast Sunday Jan 5, 1975, requesting consideration for return to the position of patrolman. Chief Lorentz reported one new request for information on program application. Clerk also indicated receipt of one new request for applicant information, . All directed to manpower services. Council members indicated they preferred Mr. Chamberlin submit a new application for the patrolman position. A motion was made by Councilman Bud Reber seconded by Hugo Weyrens that Clint Chamberlin re-apply through Manpower Services for the position of patrolman on the CETA program in City of St. Joseph. Motion passed unanimously. Council requested attorney consult council prior to providing miscellaneous services relating to city affairs. Council instructed clerk to bill Attorney Dale Mossey for city attorney ser- vices relating to Bechtold property assessments on motion by Hugo Weyrens seconded by Steve Dehler. Motion carried. Motion made by Herman Schneider seconded by Hugo Weyrens to pay bills as presented. Attorney Knapp to contact St. Bens attorney relating to Fire District proposal - A motion was made by Steve Dehler seconded by Bud Reber to approve the follow- I ing appointments for 1975: 1) Acting Mayor - Herman Schneider 2~ Official newspaper - Enterprise-Dispatch 3 Heal th Board - Dr. Baumgartner, Bud Reber, Hugo Weyrens 4) Official depository - First State Bank 5) Council Rep. on Planning Commission - Hugo Weyrens 6) Street Commissioner - Steve Dehler 7~ Park Board representative - Bud Reber 8 Sewer & Water - Herman Schneider 9) Fire Chief - Mike Loso 10~ Assft Fire Chief - Bill Wasner 11 Bldg Inspector - Roman Reber 12~ Police Commissioner - Mayor Knevel 13 Emergency Services Director - Roman Zwack 14) Weed Control Commissioner - Mayor Knevel 15) Assft Weed Commissioner & City Forester - Joe Fitzherald Attorney reported the Hollow Park Inde~ity Bond has not been posted to date - Recreation program - hockeyyprogram received request ~or township monetary contribution to be made - No Parking signs to be removed from 4th Ave N.W. abutting ball park area to allow parking during winter months. 3rd Ave ~.W. to ball park to be closed during skating and sliding season. 'I Mayor reported on Police Advisory Commissioner meeting and progress report. Examine Snowmobile Ordinance; use of some Park Land for snowmobilliing to be considered. Sheriff telephone communication question to be explored further - Bud Reber to contact Sheriff James Ellering inviting him to the Jan 23, 1975 meeting. 606 Motion made by Bud Reber seconded by Steve Dehler to approve attendance of clerk at Willmar on Jan. 16 for one day workshop. Motion approved. Street plowing questions and policies examined - Minnesota Street plowing north 1 side to center to be explored. Motion was made by Bud Reber seconded by Hugo Weyrens to appoint Bob Johnson as full - time City Clerk effective Jan 15, 1975 under the following employment proposal prepared by the council and accepted by all parties: 40 hours per week (comp time in lieu of overtime); salary 14,400 - annual; vacation - sick leave _ holidays same as regular schedule. Health insurance $86.00 with further in- vestigation to establish group to be made. Deputy clerk - part time basis - $3.00 per hour. Motion to adjourn made at 11:50 p.m. HarFY J.
