Pursuant to due call and notice therefore, the City Council for the City of SI. Joseph met in Special
Session on Tuesday, December 2, 2003 at 7:00 PM in the SI. Joseph City Hall.
Members Present: Mayor Larry Hosch. Councilors Gary Utsch, AI Rassier, Dale Wick, Ross Rieke.
Administrator Judy Weyrens.
Others Present: Joel Vogel
Truth and Taxation. Proposed 2004 Budaet: Mayor Hosch stated the purpose of the meeting is to revi~w
the proposed budget for 2004. The Council cannot take any action at this meeting as the Truth and .
Taxation process requires that the Council conducts a hearing and accepts testimony. The testimony I
must be considered and final adoption of the budget must occur at a later meeting. !
Administrator Judy Weyrens presented the Council with the proposed 2004 Budget and Levy. Weyre~s
stated that the Council along with the Department Heads have had numerous meetings to discuss an<1
prepare the 2004 budget. While preparing the budget the Council agreed to not levy back any portion pf
the aid that was cut for the year 2003. In addition the Council agreed to keep the budget increase to a'
minimum. Weyrens stated that based on the refinancing of bond issues and the conservative budgeting,
the impact of the budget to a resident, assuming the market value is constant, should be less than 2%:
Joel Vogel of 16th Avenue SE approached the Council. Vogel stated that his valuation has been ,
increasing consistently and questioned the validity of such. Hosch stated that the purpose of the meeting
tonight is to review the budget, not the valuation. Each spring the City along with Stearns County'
conducts the Board of Review and Equalization. It is at that meeting that residents can discuss the
market value of their property.
Mayor Hosch closed the public hearing and presented the Council with a proposed Resolution for the ,
2004 Budget. Hosch stated that the Council will be considering the following resolution on Thursday,
December 4, 2004.
BE IT RESOLVED by the City Council of the City of SI. Joseph, Stearns County, Minnesota, that the I
following sums of money be levied for the current year, collectible in 2004, upon taxable property in the
City of SI. Joseph, for the following purposes: i I

2000 City Hall Project
1998 Whispering Pines

Be it further resolved that these levies will support a general fund budget of $ 1,511,215 for the year
2004.
