Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session
on Monday, January 13, 2003 at 7:00 PM in the St. Joseph City Hall. I

City Engineer Joe Bettendorf stated the purpose of the meeting is to discuss proposed corridor I
development studies for two future collector streets in the St. Joseph area. The first corridor to be
studied is an east/west collector currently called "Field Street", which wili begin at County State Aid I
Highway 2 west of the City, go east around the south side of the City, and terminate at 88th Avenue. The
second corridor to be studied is also an east/west collector, which will begin at County State Aid HighWay
3 northwest of the City, go east around the north side of the City, and terminate at the St. Cloud City I
limits. The proposed study work will involve the determination of roadway location, an environmental i
analysis, and the development of an official map. The purpose of this informational meeting is to inform
the public that studies for these routes are being considered, and that the City wili be applying for federal
funds to pay for the majority of the study cost. '
The corridor development studies will include the following:
Project Development:
Public involvement, base mapping and physical inventory, definition of
need, conceptual design, and final report. I

Refine alignment, prepare exhibits, draft environment assessment, noise
analysis, prepare final environment assessment, public hearing, finalize
report. I
Prepare preliminary Official Map showing future acquisition lines, I
conduct public hearing to adopt Official Map, prepare a plat of the Map
and process and record the final plat. I
Bettendorf stated that it is necessary for the City to determine the location for the above mention roads so
that the roads are built where they are most effective and necessary, not where development allows fo'r
such. The City is experiencing rapid growth and it will be important for the City to have the ability to I
inform future developers where the roads wili be iocated. The funding being requested by the City is I
competitive and there is no assurance the City wili be successful. At this time the City does not have the
funds to complete the necessary studies. At this time Bettendorf opened the floor to questions and
comments from those present. To follow is a summary of the comments and questions:
