Pursuant to due call and notice thereof, the City Council for the City of SI. Joseph met in regular session
on Thursday, Juiy 31,2003 at 7:00 PM in the SI. Joseph City Hall.
Members Present: Mayor Larry Hosch. Councilors Gary Utsch, AI Rassier, Ross Rieke, Dale Wick.
Administrator Judy Weyrens.
Others Present: Monte Eastold
2003 Bond Issue: Monte Eastvold of Northland Securities presented the Council with the results of the
bid opening for the issuance of $ 2,135,000 in General Obligation Bonds. The bond issue is comprised of
the following improvements:
· Northland Plat Seven
· Liberty Pointe
· 16" Watermain
· Test Well/PiloUWellhead
· Stormwater Management
· Stormwater Distribution
· GIS Mapping/Aerial

Eastyold stated that the proposed bond issue will be insured by underwriter at their cost. The City
received low rates due to the insurance of the bond issue. By adding insurance the bond issue was ra ed
AAA, the highest rate possibie.

Hosch made a motion to approve CC Resolution 2003-_ Providing for the Issuance and Sale of $
2,135,000 General Obligation Bonds of 2003, accepting the low bid of Wells Fargo. The motion'
was seconded by Utsch and passed unanimously. I
Maintenance Worker Hire: Weyrens reported the Hiring Committee met and interviewed 14 candidates
for the position of Maintenance Worker. Weyrens stated that all applicants submitting an application were
offered the opportunity to test for the position. The test was a combination of traffic, common sense and
mechanicai (practical) aptitude which has been used by the State of Minnesota in the past to test pUblic
works employees. The test comprised of 100 questions and all candidates scoring 80 or above were I
interviewed. I

Rassier stated it is his opinion the process for reducing the candidates was fair and equitable and the I
hiring committee interviewed14 qualified candidates. The Hiring Committee recommended the Council
offer the position of Maintenance Worker to Randy Torborg. '

Rassier made a motion to hire Randy Torborg to fill the vacant Maintenance Worker position. The
motion was seconded by Rieke and passed unanimously.

Finance Officer Position: Weyrens reported that Tracy Snyder has submitted her resignation of
employment effective August 14, 2003. The Council requested Weyrens research alternative methods to
filling the vacant position of Finance Officer and report back to the Council. !
