Pursuant to due call and notice thereof, the City Council met in joint session with the Planning
Commission on Monday, January 10, 2005 at 7:00 PM in the SI. Joseph City Hall.

Mayor Carlbom called the meeting to order at 7:00 PM and stated the purpose of the meeting is to review
the utility service areas in the Orderly Annexation Agreement. Weyrens stated that at a previous joint City
and Township meeting, the Township agreed to revise the service area map extending the boundary to
Interstate 94 and revising the time frame for annexation. In preparation of this meeting, the City Engineer
prepared a proposed map for review. The revised map was updated the map to correct the City limits I
based on recent annexations and illustrate new proposed timelines for development areas adjacent to'the
current City limits. '

Bettendorf stated that the service area on the northern boundary has been updated for possible I
development within the most current time frame. This area has been updated due to the recent I
discussion of the extension of services to the SI. Wendel area. The area north of the current industrial
park has also been updated for current development as the property has recently been sold and the I
developer is looking at development in 2005 or 2006. The expanded area has been included in the ia$t
development area. I

Rassier questioned if the property abutting the Sauk River should be included in the current developnient
plan as that property has been sold and the portion of the property on the south side of the Sauk River is
being developed in the City of Waite Park. Those present concurred with Rassier and the map will be
updated. i

Weyrens stated that the map in error did not include the portion of property north of CR 75 near Interstate
94. At the joint meeting with the Township it was agreed that since there is only a small portion that is not
included in the Agreement it should be included, squaring off the boundary. Those present agreed
iilustrate said area in the last development area.
Adiourn: The meeting was adjourned by consensus at 7:20 PM.
