Pursuant to due call and notice thereof, the City Council for ~he City
of St. Joseph met in special session on Tuesday, August 6, 1996 at 7:00
p.m. in the St. Joseph City Hall.
Members Present: Mayor Donald "Bud" Reber.
Loso, Ken Hiemenz, (arriving at 7: 10 p. m. ),
Hachel Stapleton (arriving at 7:20 p.m. ).
Councilors Ross Rieke, Bob
Cory Ehlert. Cle~k/Adm
Others Present: Deputy Clerk Judy Weyrens.

The purpo.se of the meeting was to discuss the proposed budget Ifor 1997.
Mayor Heber opened the meeting and turned the floor over to Deputy

Clerk Weyrens. Weyrens stated all the Department Heads completed their
section o:f the budget and included proposed capital outlay. The :first
draft has a revenue short:fall o:f $ 62,397. The Council also rleeds to
be'aware that the City is required to levy
$ 59,000 :for the East Minnesota Street Improvement.
Reber :felt the budget needs to be cut due to the upcoming projects and
improvements. Department Heads need to review their budget arid see
where they can reduce it. Loso made a motion to require all Department
Heads to reduce their budget and be present at the next meetirtg to
discuss their needs and budgets. The motion was seconded by Rieke.

Discussion: Reber discussed the new budget item o:f Economic !
Development Authority and the need to hire a :full time sta:f:f person.
While he is not opposed to the EDA, it is his opinion that until the
industrial park has City Services it is not necessary to havela :full
time director. Additionally, the City belongs to the St. Cloud
Economic Development Partnership who can provide many o:f the ~ame
services. Hiemenz discussed a summary o:f the services o:f thelsauk
R~pids EDA Director and the position is one a:f an investment. The EDA
D~rector not only encourage and bring development to St. Joseph, but
also retain the existing business.
Ayes: Reber, Rieke, Loso, Ehlert.
Nayes: Hiemenz Motion Carried 4:1:O
Hiemenz stated that is was his understanding that the Council would
work on the budget and re-submit to the Department Heads.
In an ef:fort to prepare a workable budget, Stapleton is to request all
Department Heads and Commissions establish an agenda time to appear
before the Council to discuss their section o:f the budget. I

Town Meetinq: Stapleton discussed the cost o:f using the College o:f St.
Benedict Student Center :for the Town Meeting. Rieke requested the City
,
try and encourage the College to allow the use o:f the building due to
the nature o:f the meeting. I
