I the City of SL at 8:00 P.M. in I ftEKBERS PRESENT: Mayor Donald Bud Reber, Councilors Ross Rieke, Bob Loso, Ken Hiemenz, Cory Ehlert, Clerk/Administrator Rachel Stapleton. i OTHERS PRESENT: Steve Streng, Dave Theisen, Art Reber, Brian Kalla, Rieke, Joe Bechtold, Jerome Salzer, Tim Weisbrich, Ann Reischl. I i with Councilcirs Josh Mayor Reber called the meeting to order at 7:00 P.M. and Hiemenz present. Loao,. APPROVE AGENDA: seconded by Loso. Ayes: Reber, Nayes: None. Hiemenz made a motion to approve the agenda I as! posted, Loso, Hiemenz. CONSENT AGENDA: follows: Hiemenz made a motion to approve the consent , i i I agenda i I as Motion carried. I a) Minutes of the December 3 and December 5 meeting with co~rection, questioning the status of the Rental Association discussed by Ehle~t. b) Special Use Permit Joe Miller to operate a mechanical repair business at Lot 3, Block I, Miller East Cedar, a general business zone. The motion was seconded by Loso. Ayes: Reber, Loso, Hiemenz. Nayes: None. Motion carried. BILLS PAYABLE: to approve the explanation of Hiemenz. Ayes: Reber, Nayes: None. After short discussion of several bills, Loso made .a motion bills payable, check numbers 23406 - 23453, and requ'ested an the bills that were questioned. The motion was seconded by Loso, Hiemenz. Motion carried. Ross Rieke and Cory Ehlert arrived at 8:10 p.m. I OVERTIftE AND CALL OUTS: After short discussion Loso moved to approve the request of Dick Taufen to carryover 85 hours of vacation time to February 28, 1997, as requested. He was unable to use this time as planned~ due to the problems associated with the water filtrat10n proJect The mot10n was secon~;~s ~y R:~:~~' Rieke, Loso, Hiemenz, Ehlert.' '. I . Nayes: None. Motion carried. I ¡ Hiemenz made a motion to approve the overtime and call outs as presented, seconded by Loso. Discussion - Loso questioned when vacation time i~ applied to individual employees. Hiemenz stated policy for vacation time is lncluded December 19, 1996 Page 3065 Ayes: Reber, Rieke, Loso, Nayes: None. Hiemenz, Ehlert. Motion carried. I in the personnel policy and the federation contract. MAYOR'S REPORT: Mayor Reber thanked the Council for working with him over the past 24 years, as this is his last meeting. He wished the Council luck in the future. COUNCILORS REPORT RIEKE: The CORE Committee had a successful informal end of the year meeting recently. EHLERT: No report. LOSO: No report. HIEKENZ: 1) The Commissioner of Revenue sent a letter to the Mayors of Minnesota chiding them for proposed levy increases. Hiemenz indicated he intends to respond to the letter with copies to the League of Minnesota Cities and area legislators. 2) A recent phone call to Hiemenz regarding snow plowing alerted him to the need for updating snow plowing policies. Hiemenz indicated he will review area snow plowing policies and prepare a policy with assistance from Dick Taufen for Council review. I 3) Hiemenz questioned the Renters' Association as discussed at the last meeting by Ehlert. Hiemenz indicated this is not a City endorsed group and most matters concerning the renters should be brought to CORE by the renters. Ehlert indicated the association is not a formal group but discuss issues relative to their situation as renters. Rieke stated this group may have issues particular to the renter status, and meet to discuss them such as the Landlord's Association meets. Then any matters brought up at their meeting could be brought to the CORE Committee if it would be appropriate. 4) Wilard and Rose Gohman received a letter of response from Joe Bettendorf on their step, indicated the matter will be corrected in the spring. EKPLOYEE WAGE INCREASE FOR 1997: It was generally understood employee wage increases would be at the Social Security C.P.I. for the prior year. Rieke expressed the importance of regularly reviewing the job descriptions and points assigned to each job. The Council generally agreed to review them every two years, with the next review toward the end of 1997. Rieke moved to approve increasing the 1997 wage scale at the 1995 Social Security C.P.I., seconded by Loso. I Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert. Nayes: None. Motion carried. I December 19, 1996 Page 3066 I PUBLIC COMMENTS: Art Reber questioned why if the parking ban lis being enforced, and why all cars do not get towed that are left on the street after 2:00 a. m. The Council discussed the time and space constraint's of the business doing towing for the City. There was also discussion of ~elective towing, and cause of such. They also discussed if there is a need to secure a backup business for towing. I Art Reber discussed the problems from a recent party in the "White House" near his residence. He asked about arrests from this party ~nd other controls implemented. Mayor Reber stated he would have the Police Chief talk to Art Reber about these matters. : Art Reber then stated that nothing has changed with the snowmobiles. The speed, noise and number is as great or greater than in prior years: RECESS: Hiemenz made a motion to recess at 8:55 p.m. Township officials arrive, seconded by Loso. Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert. Hayes: Hone. Motion carried. i until the st. Joseph I NEW FIRE STATION: Fire Chief Theisen and Architect Brian Kalla met with the Council and St. Joseph Township Officials to present final plans and specifications for the new fire hall. Chief Theisen and Kalla cliscussed advertising for bids, with the bid opening scheduled at 7:30 P.M., February 11, 1997. Awarding the contract is set for February 20. Hiemenz made a motion to accept the plans and specifications and call for bids, seconded by Loso. Discussion - Loso requested six pods, with electr'icity; phone and computer hookups in each, be included in the plans, to allow the facility to be used as an emergency management command center. I Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert. Hayes: None. Motion carried. Kalla further discussed calling for bids for opening in February six to seven months construction time.
