HomeMy WebLinkAbout1997 [04] Apr 27 Page 3123 Pursuant to due notice and call thereof the City COWlcil for the City of St. Joseph met in special session on Thursday, April 24, 1997 at 7:30 p.m. I MEMBERS PRESENT: Mayor Kenneth J. Hiemenz; COWlcilors Bob Loso, Cory Ehlert, Mary Niedenfuer, and Ken Twit. Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: City Engineer Joe Bettendorf, Bob WahIstrom, Ellen WahIstrom, Ken Heinen, Steve Streng, Mayor Hiemenz called the special meeting to order at 7:30 p.m. Future use of the old Fire Hall was discussed, Mayor Hiemenz proposed allowing dual use by the Police and Maintenance Departments. The Police would like the stall closest to the City Hall in order to install a door between the City Hall building and the Fire Hall for security in bringing prisoners to the Police Department. Loso suggested long term use of the Fire Hall could be to remodel it for use by Administration and the Police Department along with comprehensive planning for the whole city property, This could include removing the existing City Hall Building and City Hall Annex. Twit recommended establishing a task force to consider location and building needs. The vacant Krebsbach property on Minnesota Street could be considered as a location, also. I Maintenance has urgent needs for storage and has been setting aside budgeted money for a building for some time, Administration urgently needs office space, Discussed was considemtion of economic feasibility, Senior Citizens needs, anticipated use of the new Fire Hall. Ken Heinen recommended considering locating new facilities by the new Fire Hall. Ellen WahIstrom recommended having a study done. She also recommended getting more citizen involvement. Niedenfuer supported this recommendation.. Mayor Hiemenz has received community interest in the need of a community center. Joe Bettendorf suggested preparing a plan for getting the public involved in choosing the location as well as the planning process for the buildings. Discussed were updating the old plan and genemting interest in the project using the successful techniques used by the Design Team. Joe Bettendorf showed a short movie prepared for another City to assist in providing information and gaining public support for street improvements. Bettendorf discussed with the COWlcil his recommendations for Eastern Park. A public inspection of the streets in that area was well attended, The general consensus seemed to be to do a reconstruction of the streets rather than an overlay project, Discussed was to consider doing the public hearing(s) and plans and specifications in 1997 with bidding in February 1998 construction in the summer of 1998. I I I __ __ ____.___n_ I Page 3124 The street improvement schedule for other streets was discussed, County Road 12l will be done in 1999. I , Twit made a motion to refonnalize the Capital Improvement Plan with Mayor Hiemenz, Betterdorf, and Taufen meeting to fmalize plans for presentation to the Council prior to a public iníonnational meeting, The motion was seconded by Ehlert. ' Ayes: Hiemenz, Loso, Ehlert, Niedenfuer, Twit. Nays: None. Motion carried. Mayor Hiemenz discussed the need to consider providing an easement route north for utilities tb St. Wendel Township. Stapleton presented a map showing the metes and bounds described properties in the City and recommended considemtion of platting these properties in the future. The seal coating done this summer will be last years program and this yeàrs as well. The meeting was adjourned at 9:35 p.m. with a motion by Loso; seconded by Twit. G?~~ Rachel Stapleton Clerk!
