_ ______ Mayor Hiemenz called the joint meeting with the Planning Commission to order at 7:00 p.m, aJ a
public hearing on the Comprehensive Plan. He discussed the City Attorney's recommendationS--
concerning future land use and the transportation plan. He also referenced APO's
recommendations including updating the maps and a reference to the traffic and transportation
plan,
The goals and objectives were reviewed.
Bob Loso felt more specifics were needed to keep the older neighborhoods intact under Sectioll I
A Social Objectives. Stanley Izerda and Jim Graeve discussed the statistics and effect of new
housing developments.
Jim Graeve felt more public participation should be sought, under Section I C, through I
lengthening the process and encouraging comments from colleges, students, classes, and local
organizations. He also recommended limiting development during this process. Mayor Hiemenz
stated he has exposed the plan to many people and invited participation and comment from thein.

Hub Klein stated the President of the College is unable to attend due to a prior commitment. One
of the Administrative Sisters hope to arrive at the meeting prior to its adjournment.
The Mayor indicated a desire to at least get written comments from the College.

S. Kathleen Kalinowski stated the Planning Commission spent much time and energy considering
the Plan. They incorporated the Design Team's recommendations into the Plan. The Mayor and
Members of the Council indicated appreciation for all the efforts of the Planning Commission:

Mary Niedenfuer would like to include referencing the needs of "teens" as well as other groJ
should be included under Section I B,
Ken Twit recommended including the business community under Section I B.
Mary Ann Graeve referenced previous distributed information from Ernie Diedrich concerninJ
planning and questioned if the Council has dermed "environmentally friendly". MayorHiemenz
provided terminology and statements for environmentally friendly.

Steve Frank stated past and present behavior is an indicator of future behavior and questioned if
such behavior would be considered of companies wishing to locate in Sl Joseph. Council
indicated expected future behavior could be considered in that manner.

Mary Ann Graeve presented information from her neighbor, Nancy McDarby cOncerning the
transportation plan. She requested:
1. Consideration given to the effects the transportation plan will have on residential streets.
2. Consideration given to the future land use and development of Highway 75 through Sl Joseph,
and the effects it will have on nearby streets. ¡
3. Control of mpid, non-local traffic along residential corridors to control residential and the
whole town's disintegration of quality of life '
4. Discourage speed and through traffic on collectors, by using frequent stops, curves and turns.
5. Law enforcement is important in controlling speed, noise and safety in the tTI!nsportation plan.
6. Restrict all truck traffic from east to west to Highway 75. '
7. Change the transportation principle of "the movement of as many cars as rapidly as possible
past a given point" to reduce cost, increase efficiency, become productive and hUman.
Steve Frank recommended considering coopemtive agreements with college ~portation or
other entities. '
Jim Graeve recommended reducing the speed limits to perhaps 15 m.p.h. in residential zones.
Jim Graeve felt the City has done a good job developing parks.

Under the actual Plan I. Social Element, the second paragraph, Ken Twit recommended retaining
the fIrst sentence only, and include reference to the business community and residents. Ehlert and
Niedenfuer both felt the students should be addressed under this section. I
The Planning Commission agreed to review the Plan indicating which duties are'general to the
"City" and which are specifIc to the Planning Commission. '

Joe Bechtold questioned if the zoning map is the same as was worked out between the City and
Township, Council stated there have been no changes to it. Bechtold indicted Sl Joseph
Township had put their Comprehensive Plan "on hold" while the City worked out its plan.
Jim Graeve recommended the City of Sl Joseph securing a grant to relocate the turkey barns, in
order to get rid of the offensive odor.
Mary Niedenfuer recommended getting EDA input on the Commercial and Industrial zones.
Steve Frank recommended regulating cell phone and paging towers.
Also discussed was the need to enhance development with aesthetics, by establishing green area
and landscaping requirements. I

Joe Bechtold formally requested that the Transportation Plan Agreement from 1992, a legal
agreement, between the City and Township be upheld The link from County Road 2 to ColDlty
Road 121 is a necessary link in the Transportation Plan and must be included in the City's Plan.

He asked to preserve this corridor. Loso made a motion to reaffirm an agreement of 1992
between the City of St. Joseph and the Township of St. Joseph to retain the link in the
transportation plan from County Road 2 west of the City limits going south and east to join I
County Road 121 on the southern part of the college campus. The motion was seconded by Twitl
Ayes: Hiemenz, Loso, Ehlert, Niedenfuer, Twit.
Nays~ None. Motion carried.
Speed limits, public utilities, parks and recreation, advertising, and inclusion of civic
organizations in the plan were discussed
Stan Izerda discussed the effect of the Plan to the City.
Linda Sniezek discussed implementing an interim ordinance to allow review of zoning. The
Planning Commission had made a motion to withhold building permits from 3'd Avenue E to the ;
East end of Minnesota Street and on County Highway 75 from County Road 3 to County Road
133. Mayor Hiemenz indicated care must be taken in considering implementing an interium
ordinance. He further discussed the impact of a momtorium on building permits.
A future land use map needs to be prepared as part of the Plan.
The City Attorney will review the changes, the Planning Commission will further review the Plan
before consideration by the Council.
