Regul'ar Meeting
Chairman Weisbrichcalledthe meeting to order at 8 ~p.:m.Motion
by Bechtold, seconded by Salzer, and carried unanimously to.
approve the minutes of the December 8, 1997, regular meeting as
printed.
Weisbrich moved to approve Claims '2233- 2254 to be
Checks '8413 - 8434. " 'Bechtold seconded the motion.
Supervisors voted yes and the motion carried.

Birch Knoll . Res'idents' were present to discuss a dog ,i.ssue.
Josh Howe said that on December 21 they returned home around
7 p.m. and had let".their dog outside . A 'short time 'later <he
heard a noise at the door. He opened the door, found his dog,
Tar, and the neighbor's Akitas dog behind him. They let 'Tar in
the kitchen and he was soaking wet and bloody. He hadllarge
wounds on his butt , 'ears and other parts of, his body. IInsome
areas flesh was exposed as the hair was gone. They took Tar to
"e vet and he got, 20 stitches . Their bill was $212.
I,wes called the owner of the Akitas, Jerry & Becky Bullard, told
·nem :whathappened,and requested Bullards pay the vet bill.
Becky Bull ard accused Howe's dog of coming into Bull ard' s yard
and aggravating their dogs.
Howes told neighbors not to let their kids or dogs outside
because of Bullard's dog. 'They called stearns C.ountyDeputy,
Martin Althaus, that night to file a report of the inci~ent.
Another neighbor said the Bullard's dog can get out of ,its kennel
at any given time. The neighbors complained that the dogs do not
get fed, they bark a lot, there is a problem with smell and
flies, etc.. The owners are over the road truck drivers. The
son cleans up just before the parents are scheduled toìarrive'
home. There have been up to 15 dogs at the Bullard's residence
at one time.
The neighbors stated the dogs had been removed from the premises
as of Saturday, December27,but they want to know what to do if
the dogs come back. and the situation arises again. The Board put
the Birch Knoll residents on the January 12, .:1998, agenda at
8:30. The Township attorney will be present to discuss the
issue. The Clerk will obtain' a police report on the incident.

J approve the entire Planning Commission attend the LAND USE
,'LANNING WORKSHOPS on Thursday, February 26, 1998, at the Best
Western Kelly Inn in st. Cloud at a fee of $85.00 per pe,rson.

At 9:15 the st. Joseph city Council was present to discuss
Cloud Cartographies land purchase proposal. Chad Carlson, EDA,
explained that the asking price for the lot on the Roske property
is $100,950, but 'Cloud Cartographies is limited ,to their offer of
$66,088. They need one (1) acre of land. The proposal. also
includes tax abatement for three (3) years.
Jerome Salzer stated that $66,000 was not enough.
Joe Bechtold said the City could forgive their portion, but the
Township would want their asking amount as the property will not
benefit the Township. After the three year tax abatement, the
City would be the only one receiving the tax benefit. This is
the prime lot on the Roske property. Reducing the price on this.
lot would affect the selling price of the other Ilots.
Under the Joint Powers Agreement, Jerome Salzer moved to reject
Cloud Cartographies land purchase proposal. Bob Loso seconded
the motion. The motion carried unanimously.
A discussion followed regarding the lot next to·Wahlstroms being
a lower priced lot, the 8 a.m. to 5 p.m. business would be OK
next to a residential area, and the low impact of traffic I
(approximately 15 - 20 cars) would be favorable.' The exchange of
ideas resulted ina unanimous decision to hold the property for a
Community Center. Ken Hiemenz will check with J,oe Bettendorf on
the amount of property feasible for a recreation center.
Motion by Joe Bechtold, seconded by Mary Niedenfuer, and carried
unanimously not to renew Clarence Rueter's contract.
Motion by Jerome Salzer, seconded by Mary Niederifuer, and carried
unanimously to continue to market the lot at current market
rates.
Salzer moved to adjÓurn. Weisbrich seconded the motion. All
Supervisors voted yes and the meeting was adjourned at 10:40.
