Pursuant to due call and notice thereof, the City Council for the City of st. Joseph met in s"ecial
session on Tuesday, March 23,1999 at 7:00 p.m. in the st. Joseph City Hall.
Members Present: Mayor Kenneth J. Hiemenz. Councilors Ken Twit, Bob Loso, Cory Ehlert,
Mary Niedenfuer. Deputy Clerk Judy Weyrens

The purpose ofthe meeting is to begin reviewing and updating the Personnel Policy. Personnel
Committee Members Ken Twit and Cory Ehlert stated that they have reviewed the entire
document and have highlighted areas needing discussion. Some items include practice versus
policy and some are proposed changes. The Council agreed to start at the beginning of the
document and discuss matters of concem. Items discussed included:
1. Oraanization Chart - The Council discussed the need to prepare an organization
chart for the City. This chart would be useful for all employees and residents. The
Council spent considerable time presenting altemate options and discussing how the
EDA will fall into the chart. The Council agreed to come back to this discussion at a
later time. '
2. Exempt emclovee -'IS - non exempt. Twit stated that he has reviewed the minutes
from past Council meetings and it is unclear was to whether or not the employees
designated as exempt in 1993 were changed to non exempt The minutes refer the
matter to the City Attomey for opinion and they also reference a meeting where there
are no minutes. This is a major issue for the City and a determination needs to be
made as to whether or not department heads should be exempt.

The Council concurred the following positions should be considered exempt: Police
Chief, Clerk/Administrator, Public Works Director, Deputy Clerk. Loso stated that it is
his opinion that the positions should become exempt upon termination of current
employees holding those positions.

3. Tuition Reimbursement: Twit stated that he was approached by an employee ifthe
newly adopted tuition reimbursement policy would include coursework towards a
masters degree. The Council was in general agreement that the policy was not
intended to reimburse an employee for advanced degrees, rather continuing
education that pertained directly to the employees job duties. The Council requested
Weyrens contact the League of MN Cities to gather sample tuition reimbursement
policies.
Adioum: Twit made a motion to adjoum at 9:25 p.rn.; seconded by Loso.
