Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special
session on Thursday, June 1, 1999 at 6:30 p.m. in the St. Joseph City Hall.
Members Present: Mayor Kenneth J. Hiemenz. Councilors Ken Twit, Bob Loso, Cory Ehlert,
Mary Niedenfuer. Deputy Clert< Judy Weyrens.
The purpose of the meeting was to continue reviewing the Employee Personnel Manual. The
Council discussed the following:
o Excessive Absenteeism - One unapproved absence in a 180 day period is not
acceptable and shall come under question.
o Recognized Holidays - The employee's individual Birthday will be eliminated and the
day after Thanksgiving will be added. The Council also discussed the holiday of
Good Friday and if the holiday should be reduced to four hours.' The Personnel
Committee agreed to discuss this matter with the employees.
o Holiday Compensation - An employee required to wort< a holiday shall be paid at a
rate one and one half time only after the employee has completed the forty hour wort<
week as defined in this policy manual.
o Vacation - Vacation time is based on the employee's anniversary date and shall be
accrued each pay period. The amount of accrual will vary and is based on the
vacation schedule illustrated in this manual.

o Vacation accumulation - No more than eighty hours of vacation may be carried over
through an employee's anniversary date. I
o Vacation - All employees during a twelve month period shaH be required to use, fIVe
vacation days consecutively.
The CounCil agreed to continue the review of the Personnel Policy Manual on June 23, 1999 at
7:30 p.m.

Members Present: Mayor Kenneth J. Hiemenz. Councilors Ken Twit, Bob Lose, Cory Ehlert,
Mary Niedenfuer. Deputy Clerk Judy Weyrens.

Approve Aoenda: Twit made a motion to approve the agenda with the following corrections;
seconded by Loso.
Items deleted: Treasurer's Report, Fire Chief Reports, City Engineer Reports
Items added: Bob Herges, Pond View Ridge proposed plat 6

Consent Aoenda:
a. Capital Purchase: Rewriteable CD Rom, KLN Distributing $425.00,

b. Application for Pay #3, 90th and 91'" Avenue. Randy Kramer Excavating
$19,336.20.
c. Exemption from Lawful Gambling - St. Joseph Fire Department for an
event to be held on August 20, 1999 at the La Playette.
d. Liquor License: Off Sale: Loso's Mainstreet Pub, La Playette Inc, B Paso, Sal's
Bar & Grill, St. Joseph Liquor Shoppe. On Sale: Lose's Mainstreet Pub, La
Playette Inc, EI Paso, Sal's Bar & Grill. Sunday Liquor: Lose's Mainstreet Pub,

Twit questioned the qualifications for securing a Sunday Liquor License. Lose stated that he
understood that in order to sell alcohol on Sundays, establishments meet minimum food sales.
Weyrens stated that she was uncertain as to the requirements and would review the qualifications
and notify the Council if food sales are a requirement.
Loso questioned the status of the Street Improvement Project on 90th and 91'" Avenues.
Weyrens stated that the rain has caused â delay in the project but work should resume the week
of June 7, 1999.
Twit made a motion to approve the consent agenda with the stipulation that Sunday Uquor
Licenses are approved provided Statutory requirements are met. The motion was seconded by
Niedenfuer.

Nays: None. Motion Canied 5:0:0
Approval of Minutes: Loso made a motion to approve the minutes of May 20,1999 with the
following corrections:
Page 1: last sentence, correct typing error - Lose, not Los
Page 3: delete the second last sentence on the page
Page 5: 2nd to last line: stating the City is capable...
The motion was seconded by Twit.
