Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special I'
session on Wednesday, June 23,1999 at 7:30 p.m. in the St. Joseph City Hall.
Members Present: Mayor Kenneth J. Hiemenz. Councilors Ken Twit (arriving at 8:00 p.m.), Bob I
Loso, Cory Ehlert. Deputy Clerk. Judy Weyrens.

Others Present: Officar Brad Meyer, Fire Chief DaVe Theisen.
Police Car Refurbish: Officer Brad Meyer presented the Council with the quote to refurbish the
1994 Ford Squad. On June 15, 1999 the Council authorized the refurbishing of the 1994 squad
with a maximum expenditure of $ 11,000.00. Since that meeting the Police Department has
received the estimate in the amount of $ 13,881.00. In reviewing the estimate Meyer stated that
a few ofthe items could be deleted reducing the cost to $ 12,022.00. Loso made a motion
authorizing an additional $ 2,000 for the refurbishing of the 1994 Squad Car. The maximum
expenditure will not exceed $ 13,000.00. The motion was seconded by Ehlert.
Ayes: Hiemenz, Ehlert, Loso.
Nays: None. Motion carried 3:0:0
Meyer also reported that the 1996 squad rear axle and differential needs repair. The Council
instructed Meyerto receive competitive quotes and have the vehicle repaired.
Fire DeDartment - Waterball Fioht: Fire Chief Dave Theisen stated that the Fire Department is
requesting authorization to hold a waterball fight on the evening of July 3, 1999 between the
hours of 6:30 p.m. and 8:30 p.m. As part of the request, the Fire Department is requesting I
authorization to block off Minnesota Street between College Avenue and 1st Avenue. Loso made
a motion authorizing the Fire Department to Block off Minnesota Street East between College
Avenue and First Avenue as requested; seconded by Ehlert.
Ayes: Hiemenz, Ehlert, Loso.

Personnel Policv UDdate: The Council continued the process of updating and reviewing the
Employee Personnel Handbook. The Council spent considerable time discussing the
accumulation rights in the Personnel Policy. Due to the policy change in how vacation is accrued,
there are some employees that are carrying high vacation balances and will not have their
vacation balance reduced to 80 hours by their employment anniversary date.
In an effort to clarify accumulated vacation hours and use of such, Twit made a motion
establishing the fOllowing policy:
AD employees eligible for vacation must be in compliance with the vacation accumulation
rights as stated in the Employee Personnel Manual no later than the individual
employee's anniversary date in the year 2000. Any vacation accumulated in excess of
the maximum allowed accumulation on the individual employee's anniversary date shall
bef~~. '
The motion was seconded by Loso.

The Council also agreed on the following policy changes:
No more than eighty hours of vacation may be carried over and accumulated through an I
employee's anniversary date. Any hours in excess of the allotted carry over will be
forfeited on the employee's anniversary date.
Comœnsatorv Time: Overtime work performed which is compensated for by time and
one half off, in lieu of overtime payment. Employees may accumulate up to 40 hours of

unused compensatoty time before monetary overtime compensation must be paid. At
the end of each calendar year the employees shall be paid the accumulated
compensatoty time balance in its entirety. Payment shall be made with the first payroll of
the foUowing year and wiU be paid at the rate it was earned. '
other items discussed included:
CI Providing Insurance to employees during their introductory period and if the City is
accepting the employee by doing so. Should the insurance be offered after the
employee has completed the introductory period? Weyrens will contact the League
of MN Cities for clarification.
CI Modifications will be made to the section detailing Retirement Policy (PERA). The
legislature has recently changed the minimum eamings before participation In PERA
Is required.
CI Longevity - Weyrens will provide the Council with information as to the policy for
surrounding Cities. The Council agreed to re-visit this matter when additional
information is available.
The Council finished reviewing the Employee Personnel Policy and will receive a revised draft
when it is completed.
Clerk/Administrator Hire: Loso questioned what type of authority the new Clerk/Administrator will
be afforded and when the Council will establish the job description. Those present stated it is
their understanding that all Department Heads will be responded to the Clerk Administrator. The
Council concurred that ari organization chart needs to be adopted before the new employee
begins. Further, Hiemenz stated it is his opinion that the job descliptìon for the
Clerk/Administrator is outlined in the position profile drafted by the BlimeyerGroup.
Councilors requested copies of sample organization charts for future discus$ion and adoption.
