HomeMy WebLinkAbout1999 [07] Jul 07 I I I Page 3568 July 7, 1999 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Wednesday, July 7, 1999 at the St. Joseph Community Fire Hall at 3:00 p.m. Members Present: Mayor Kenneth J. Hiemenz. Councilors Ken Twit, Bob Lose, Mary Niedenfuer, Cory Ehlert. Deputy Clerk Judy Weyrens. Others Present: Building Official Ron Euteneuer, Murray Mack, Tom Peck, Dave Leapaldt, Susan Howard, Brad Fombrock. The purpose of the meeting was to interview architectural firms for the proposed remodeling of the First State Bank for City Offices and the existing City Hall for a new Police Station. The following firms were interviewed by the City Council: Hagemeister and Mack Grooters Leadpaldt Tideman SEH.RCM During the interview each firm presented information about their company including their mission statement, the amount of staff dedicated to the project and ideas regarding the remodeling project. After considerable discussion Niedenfuer made a motion to hire the architectural firm of Grooters Leapaldt Tideman for the remodeling of the City Hall and First State Bank. The motion was seconded by Ehlert. Ayes: Hiemenz, Twit, Lose, Niedenfuer, Ehlert. Nays: None Motion Carried 5:0:0 Other Matters Clerk/Administrator Hire: Hiemenz presented the Council with information from Jim Brimeyer regarding the candidates for the position of Clerk/Administrator. The top three candidates as selected by the City Council are John Haldeman, Carine Schimdt, and Bob Voss. At this time the Council needs to select one candidate or re-interview candidates of choice. The Council was in general agreement that Carine Schmidt was the candidate of choice. However, they I expressed concern as to her potential for long term employment with the City. I I I Lose made a motion to offer the position of Clerk Administrator to Carine Schmidt. As part of the offer for employment, a three, four or five year employment contract should be negotiated to help offset the investment of training Schmidt. The motion was seconded by Niedenfuer. Ayes: Hiemenz, Twit, Lose, Niedenfuer, Ehlert. Nays: None Motion Carried 5:0:0 Should Carine Schmidt not accept the employment offer, the Council agreed to re-interview John Haldeman and Bob Voss. Hiemenz will contact Jim Brimeyer and notify him of the ConCiI's decision. Police Staffina: Hiemenz reminded the Councilors of the meeting scheduled for July 8, 1999 at 4:00 p.m. The meeting has been established to meet with the Police Department to discuss i staffing and other concerns. Councilors expressed concern as to why the City Council is ! meeting with the entire police department as they understood the meeting was called to meet with the Police Chief to discuss staffing needs. Hiemenz stated that Police Chief Lindgren has prepared information for the City Council to review which includes the hiring of a police Page 3569 July 7, 1999 secretary and the need to begin the process to fill the patrol officer vacancy. Further, Hiemenz stated that there are other issues the Police Department would like to discuss with the Council. The Council agreed that the discussion on July 8, 1999 will be limited to staffing needs of the department. If the Officers would like to discuss other matters with the, City Council a separate meeting should be scheduled, and possibly meeting with each Officer individually. I Adiourn: Twit made a motion to adjourn at 7:15 p.m.; seconded by Ehilert. Ayes: Hiemenz, Twit, Loso, Niedenfuer, Ehlert. Nays: None Motion Carried 5:0:0 ~ I I
