Twit stated that he noticed that there was no longer a personnel committee. Hiemenz stated
that-thele is no-need-now-that-the employees have unionized and ,viii tlave-a-union
representative to deal with. Ehlert stated that the personnel committee has been in existence
for more-tha1tjust negotiations though. lie stressed that he doesrt't-want-to-send-a-message
that the empfoyees can1 talk to the Council about problems.
Niedenfuel stated·that now that the-£ityhas a ne,v ad, , ,;"ist, ator that-there are lines of
communication that should be followed. The Council wanted this to be a more expanded

8. Treasurer's Report - Weyrens passed out a sheet detailing the sewer fund increase
o¡¡tioII-s. She explaiAed-that the Ca~ncil has already-disWssed-thi-s-OOt-they~d to
approve it each year. The proposed sewer rate increase will go from 1.25 in 1999 to 1.30 in
2001k TlI&-projeetæreveooe-feF-fllis-ißGreasc is $2-n¡~· Weyrens-explaiRcd that t'1 city
gained approximately $10,000 in revenue just this year.

Weyrens stated that at a previous Council meeting, she passed out a report regarding a
[Jroposed-new- fund caIIed-!rIIrik-seweF. She-explained tl"1at theCBbSewel'lmprovement
Fund is doing very well and that the City will be calling the bonds in the year 2000. At this
time, it do-esR't mak~seASe- ta cantinue adding reve_ tothe-fund-. -Weyrens-reoommended
that the Council estab~sh a new fund called Trunk Sewer. This fund would help finance
projects such as the 5ewel' improvements along Co~nty Road-12'k . 1=he County has
scheduled this project for the year 2001. In anticipalion ofthis project, the City could provide

that he is the chairman of the Parish breakfast. They put up a portabl'B sign for a totaluf 36

to donate or waive the $25 for the Parish. Ehlert made a motion to waive the $25 fee for the

Employees regarding Safe Assure. The reviews were all positive. The Contract would be to

than what was paid last year. Schmidt stated that they are also contracting with Sartell, Sauk

2001. Twit stated that he has an issue with Article 7.2. This provision requires a super~

Council after consulting with and receiving a recommendation from the Chief of PoNce: Twit

changes are in response to the former practice of changing schedules with less than a

12. Mayors Report- HiemeRZ Fepor!OO that-heattended the-St-. CIood-Ar~Dis!lictPlanning
Board meeting. They are creating an affordable housing task force that would bring together
buiklers, develGpers,empIo-yers,ÞIRA's,and-¡¡IaMeFS-ÍII--the _~ They will-be asking
for a representative from St. Joseph, whether that be the EDA Director or Administrator.
13.· Council Reports- - Niedenfl¡er reported that-she+eceiverequest for adooa!ioo-tQ help
pay instructors for a women's self defense ctass in the community. A fund that the City had
inthe-past-Ilelped ful,d this 1'1 eject. They are looking for a $500 donation-that WOtlId be split
amongst the two instructors. Niedenfuer stated that there was a fund that used to pay for
cømmunitY-JlfGjeG!&-lf there are funds-Ieft, perllaps-this could come G>Ut-of that-fund.
Schmidt stated that she didn't know the status of this fund but that she would check with
Weyrens.loso suggested-that this may rea-betIeF-re€¡\IeS the UBf1S-GIuÐ.or the
Jaycees. Twit suggested that an altematefunding source should be found. He stated he
would have a-Jlfobleffi-funding this-as-itonly benelits-a-(JQfIion-Ðfthe COI1'!I11UI1-it.- Ehlert
asked if the College would be willing to open up their training to the community. Niedenfuer

Twit reported that he was asked to appear before the planning commission last night

in favor of this and made a motion to recommend such a measure to the City Council. They

14. Clerk/Administrator Report - Schmidt reported that the Fire Department has a number of

can happen. the City must declare them surplus items. The decorations are pole mounted as

on the West side of 12'" Ave SE{Snow -removal) Minnesota -Street East to Klinefelter Park.
Mr. Voss indicated that there are a number of joggers and walkers that use the sidewalk. It
isn't-getting-shoveled and is a-safety-issue:- loso asked Taufen how he felt about this
request. Taufen stated that it is up to the Council but that soon enough we will be shoveling

The County has 121 on their schedule for work in 2001. The issue is how much the college

The Council agreed that a meeting should be set up with the Township and that staff should

Schmidt reported that the Colleges would like to set up another dinner meeting with the

Steve Gaetz from-St Cloud- il1{uifing-aoouHhe-City's-intentioo-regarding-!he-æweruse
agreement. Hiemenz stated that this should also be discussed at the joint meeting with the
township.

At 10:15, the Council reconvened. City Attomey Scherer stated that the Council met in
closed session initially to-SÐAdoot a-pe~evalHatiGR-Gf' Officer WeAGell-DallJge. The
Council did not perform the evaluation however as Officer Daluge offered his resignation if
!he-GooRGiI-would agree Io-a-short list ot-iterns;.OOday-s-veteFaRS prefereRGe JBy¡-a-letter of
recommendation, his sick leave and holiday pay and otherfunds that he was entitled to. He
also-reqüesteG-that the City-alsa sgrerothatthe OffiœF's-employmerrt file wo~ld remain as it
was when he was hired. Scherer stated that he offered his opinion to the Council and that he
